About this opportunity

Collier County's Board of County Commissioners Procurement Services Division is soliciting bids for Crane Rental Services through Invitation to Bid (ITB) No. 24-8228, specifically for the Public Utilities Division. The procurement seeks qualified vendors to provide crane rental services on an as-needed basis, with crane capacities ranging from 40-ton to 70-ton hydraulic truck cranes, including both crane and spotter services. Vendors must provide comprehensive services covering crane operation, rigging accessories, fuel, maintenance, insurance, and portal-to-portal service, with different rates for normal business hours and after-hours work. The bid requires vendors to submit detailed hourly rates for each crane category, with provisions for urgent response times and a $250 urgent fee requiring pre-approved written authorization. Interested vendors must submit electronic bids through the Collier County Procurement Services Division Online Bidding System by June 13, 2024, at 3:00 PM EST, with bid pricing to remain firm for 180 calendar days from the bid opening date.

The solicitation includes specific requirements for vendor qualifications, including compliance with the E-Verify program, immigration verification, and adherence to federal, state, and local regulations. Vendors must provide comprehensive insurance coverage, including Worker's Compensation, Commercial General Liability, and Automobile Liability, with projects over $200,000 requiring Performance and Payment Bonds for 100% of the contract award amount. While no specific set-aside designations are mentioned, the county does offer local vendor preference options. The contract is structured for a three-year term with two potential one-year renewal options, with historical annual spending around $70,000, though future purchasing patterns may vary. The county intends to establish primary, secondary, and tertiary vendors, with contract awards based on the lowest total price per crane tonnage category. Vendors must also submit crane operator certifications, comply with safety requirements, and potentially obtain FAA permits for crane work near airports.
