About this opportunity
The Commonwealth of Kentucky's Division of Facilities Management issued Request for Bids (RFB) 758 2200000709 for crane removal and replacement services at the Field Maintenance Shop (FMS) in Ashland, Kentucky, located in Boyd County. The procurement requires qualified, licensed vendors to remove an obsolete R&M series electric wire rope hoist with motorized trolley system and install a new CXT Series (or comparable) electric wire rope hoist meeting specific technical specifications: 5-ton lift capacity, 19-foot lift height, 208-3-60 voltage, 20/3 FPM lifting speeds, 65 FPM VFD trolley speeds, hook-operated control limit switch, and strain gauge overload device. The successful bidder must furnish all labor, materials, tools, equipment, supervision, safety and health plans, required licenses, permits, and verification of proper operation through load testing. Evaluation will be based on best value methodology with two measurable criteria: price (90 points maximum, with the lowest-priced compliant bid receiving full points) and earliest completion time in working days (10 points maximum). The solicitation required written vendor questions by May 26, 2022 at 10:00 AM ET, mandatory site visits at 926 Summit Road, Ashland, Kentucky 41101 (scheduled May 25-26, 2022, by contacting Brandon Layne), and bid submission by May 31, 2022 at 1:30 PM ET through the Commonwealth's electronic eProcurement system. All bidders were required to complete and submit the Site Visit Validation Form (Attachment D) for bid responsiveness and must maintain pricing confidentiality during facility inspections.
Kentucky resident bidders may receive reciprocal preference equal to preferences granted by their state of residency, and qualified bidders including Kentucky Correctional Industries and certain nonprofit entities serving individuals with severe disabilities may receive preference equal to fifteen to twenty percent of maximum points if proper affidavits are submitted. All bidders must complete and submit the Annual Affidavit and Other Affidavits (Attachment B) confirming compliance with Kentucky campaign finance laws, tax obligations, and regulatory requirements. Contractor personnel and subcontractors must provide government-issued picture identification and pass security vetting through the KyARNG G-2 office, with photography prohibited without authorization. Vendors must provide proof of active liability and workers' compensation insurance throughout the contract term at their own expense and obtain all necessary electrical and local permits, with the Commonwealth reimbursing actual permit and inspection costs. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, and must remain valid for a minimum of 60 calendar days after the bid due date. The contract has no renewal options and will be awarded to a single vendor for all three line items; no specific budget amount or award value range was disclosed in the solicitation documents.
