About this opportunity

The City of Edgerton, Wisconsin is soliciting proposals for a crack sealing services project targeting eight specific municipal streets: Swift Street, Hain Road, Marlboro Avenue, Lake Drive, Interstate Drive, Wisconsin Drive, Royal Lane, and Gateway Drive. Contractors must submit comprehensive written proposals by 3:00 p.m. on April 2, 2020, either via hard copy in a sealed envelope or by email to jsalvo@cityofedgerton.com. The project requires routing, cleaning, and filling random cracks and sealing existing transverse and longitudinal joints, with work scheduled to begin on April 20, 2020, and be completed no later than August 14, 2020. Bidders must demonstrate significant municipal street project experience, providing three references for similar projects within 30 miles of Edgerton that have survived at least three winters. Evaluation criteria include cost per linear foot of sealant, firm experience, equipment capabilities, and overall project value, with the city reserving the right to reject any or all bids. Contractors must use premium quality rubber asphalt joint sealer meeting ASTM D6690 specifications and provide equipment subject to Municipal Services Director approval, including dual air compressors, hot-air lances, and application wands.

While no specific set-aside designations for disadvantaged enterprises are mentioned, the procurement appears open to qualified contractors capable of meeting technical specifications. The project does not indicate an incumbent vendor or require integration with existing infrastructure. Though a specific budget range is not disclosed, pricing will be evaluated on a per linear foot basis, with contractors required to provide line item costs for each of the eight targeted roads, inclusive of labor, materials, and traffic control expenses. Contractors must provide a certificate of insurance prior to commencing work and will be paid within 30 days of invoice submission and Municipal Services Director approval. The estimated project scope suggests a modest municipal infrastructure maintenance contract, likely in the range of $50,000 to $150,000 depending on the total linear feet of crack sealing required. The City of Edgerton maintains flexibility in the procurement process, reserving the right to adjust the project schedule based on weather conditions and select the bidder determined to be in the city's best overall interest.
