About this opportunity
The State of Maryland is requesting bids for COVID PCR testing services at Spring Grove Hospital Center, with proposals due October 5, 2026. The solicitation includes MBE and VSBE participation goals; bidders must disclose applicable certifications and may select only one category (SBE, MBE, or VSBE) if dual-certified.
The scope encompasses PCR testing services at Spring Grove Hospital Center with pricing on a per-test basis. Bidders must complete a standardized price form (Covid_PCR_2026.xlsx) with fully loaded unit rates accounting for labor, profit, overhead, and administrative costs. All pricing must be entered in dollars and cents with clear decimal points, and all editable fields require completion. The estimated quantity on the price sheet is listed as zero units, indicating sample-based evaluation. Performance will occur at Spring Grove Hospital Center; bidders must complete Attachment K disclosing all service-delivery locations.
Personnel working on the contract must display identification badges at all times on State premises and comply with security protocols including potential background checks, fingerprinting, photography, and random security checks. The State reserves the right to remove personnel who fail to meet security requirements or have specified criminal convictions. Any personnel substitutions after contract commencement require prior written approval from the Contract Monitor. If contract functions constitute Business Associate functions under HIPAA, the awardee must execute a Business Associate Agreement within five business days of award notice or risk withdrawal.
Bidders must submit multiple compliance documents including a Bid Proposal Affidavit certifying nondiscrimination, MBE/VSBE law compliance, absence of bribery or disqualifying convictions, freedom from debarment, prevailing and living wage law compliance, and FTC-compliant environmental claims; a Conflict of Interest Affidavit; a Mercury Affidavit; a Legal Action Summary disclosing litigation history within five years; and a list of current or prior Maryland state contracts from the past five years. Bidders who decline to participate must submit a No-Bid/Proposal Notice and Vendor Feedback Form. Anticipated subcontractors, including MBE/VSBE participants, must be listed on Attachment P with corresponding certification numbers and participation percentages.
