About this file
This Invitation to Bid (ITB) is issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Utilities Water Division to solicit qualified vendors to supply chemicals for water treatment, wastewater treatment, and parks and recreational facilities throughout Collier County, Florida. The County seeks to procure chemicals for two regional water plants, two regional wastewater plants, two subregional wastewater plants, and five aquatic pool venues operated by the Parks and Recreation Department. Vendors must comply with all technical specifications outlined in the Chemical Specification Sheets (Exhibits J1 and J2) and provide services including standard and emergency deliveries, Safety Data Sheets, technical assistance, and semi-annual business reviews with usage reports. Bids are due November 13, 2026, at 3:00 PM and must be submitted online via the Collier County Procurement Services Division Online Bidding System. The contract term is four years with one optional one-year renewal, with prices remaining firm for the first year. The award will be made to the lowest, responsive, and responsible bidder(s) on a line-item basis, with the County reserving the right to establish a pool of vendors or select multiple awardees to represent best value.
Historical spending indicates the County has spent approximately $4,000,000 annually on chemicals; however, this may not be indicative of future buying patterns. All unit prices submitted must be fully inclusive of costs associated with providing the product, including tariffs, import duties, fuel, and other governmental assessments, with no surcharges accepted beyond the quoted unit price. Vendors are not required to bid on all line items and may submit zero pricing for products they cannot supply without being considered non-responsive. Orders must be processed within five business days, with materials to be available for pickup or delivery within two business days of notification. The County will compensate vendors for rejected deliveries attributable to County causes, including transportation costs not to exceed $750 per occurrence and restocking fees not to exceed 10% of product value for resalable items. Price increase requests may be submitted annually on an anniversary basis with 30 days' notice and must be supported by documentation such as supplier agreements or fuel price increases; all requests are subject to the Procurement Director's approval and are not guaranteed.
