About this file
This specification document outlines the requirements for aquatic chemicals to be supplied to Collier County Parks and Recreation in Florida. The County seeks to procure ten different chemical products for use across six aquatic facility locations: Sun and Fun, Eagle Lakes Aquatics Facility, Vineyard Community Park, Immokalee Sport Complex, Golden Gate Aquatics Facility, and Big Corkscrew Island Aquatics Center. The primary products include sodium hypochlorite (220,000 gallons annually), carbon dioxide (160,000 pounds annually), muriatic acid (6,000 gallons annually), sodium bicarbonate (5,000 pounds annually), calcium chloride (12,000 pounds annually), calcium hypochlorite (3,000 pounds annually), chlorine tablets (2,000 pounds annually), cyanuric acid (1,500 pounds annually), sodium thiosulfate (800 pounds annually), and soda ash (400 pounds annually). All deliveries must occur between 7:00 AM and 3:00 PM, Monday through Friday, within three to eight working days of verbal order receipt. All materials must comply with applicable American Water Works Association (AWWA) standards and certifications, including ANSI/NSF Standard 60 for drinking water treatment chemicals where applicable.
The successful vendor must provide immediate technical assistance via telephone and respond to on-site requests within six hours, with failure to do so constituting grounds for contract termination. Suppliers of sodium hypochlorite must provide two annual four-hour training sessions at each delivery location covering federal and state safety and right-to-know requirements. All products must be accompanied by current Safety Data Sheets (SDS) upon initial delivery and whenever formulations change. The County has historically spent approximately $4,000,000 on countywide chemicals, though this may not reflect future purchasing patterns. Packaging requirements vary by chemical type, including tanker truck delivery for liquids and gases, moisture-resistant bags for dry chemicals, and sealed containers for tablets and oxidizing agents. Vendors are responsible for providing delivery equipment, including hoses for unloading from tanker trucks to holding tanks.
