About this opportunity

The Kentucky Transportation Cabinet, Division of Planning, is requesting bids for Count Station Maintenance services across four geographic regions within Kentucky highway districts, with bids due July 2, 2026 at 1:30 p.m. Eastern Time via mandatory online bidding through the Kentucky Vendor Self Service (VSS) system under RFB 2600000627. This is a federally funded project subject to prevailing wage rates, Buy America Act compliance, and FHWA standards.

Bidders are not required to bid all four regions but must submit bids on all 26 line items within any selected region to be eligible for award. The four regions are structured as Region 1 (Districts 1–4), Region 2 (District 5), Region 3 (Districts 6–7), and Region 4 (Districts 8–12), covering all 120 Kentucky counties. Work is assigned on a project-by-project basis via written work orders and includes installation and maintenance of inductive loops, piezoelectric sensors, electrical cabinets, poles, conduit systems, junction boxes, and related infrastructure. Line items span conduit and cable installation (40 to 8,000 linear feet), electrical service and cabinet installation, junction box placement (2 to 12 units per item), sensor installation, pole and post installation, trenching and backfill, and lane and shoulder closures. Responses must include a calendar-day response time metric for each selected region.

Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate, plus automobile liability and Kentucky workers' compensation insurance as required. All submissions must include vendor registration in VSS, a completed bid sheet with actual prices and delivery times, a non-collusion certification, a certificate of insurance, evidence of Buy America and Build America Act compliance with domestic material sourcing certifications, and DBE documentation as applicable. Work must comply with Kentucky Standard Specifications for Road and Bridge Construction, the National Electrical Code, OSHA/KOSHA requirements, and FHWA standards. The Commonwealth reserves the right to award one or two contracts per region and may assign projects on a rotational basis or outside rotation order as operationally beneficial. A public bid reading will be available via conference line on the closing date.
