About this opportunity

The State of Oregon Department of Administrative Services is posting a cooperative procurement notice for wireless management services through Master Services Agreement #0573 (now assigned to Dataprise LLC as of November 20, 2024), with a comment period closing January 10, 2025 and no pre-bid meeting scheduled.

This is a permissive cooperative procurement under the Oregon Cooperative Procurement Program (ORCPP) that allows state agencies and ORCPP member entities, including municipalities, to procure wireless device management services on terms established by the underlying MSA. The City of Portland has issued a Notice of Intent to Award to Dataprise LLC under this vehicle.

The scope encompasses wireless device lifecycle management, account maintenance, rate plan optimization, invoice consolidation and dispute resolution across multiple carriers, inventory auditing, 24/7 help desk support, and device tracking, locking, and wiping capabilities. Services include web portal access, user training, implementation with device migration, monthly billing reconciliation, and comprehensive reporting. The contractor must maintain ISO 9001, ISO 14001, and OHSAS 18001 certifications and comply with NIST security standards; no overseas access or storage of authorized purchaser data is permitted.

Pricing is fixed at $3.40 per active mobile device per month for account maintenance and management reports on a month-to-month basis following implementation. The City of Portland's notice-of-intent contract is not-to-exceed $1 million annually over a five-year term, totaling $5 million. The MSA extends through September 30, 2027, with provisions allowing extension by written agreement up to ten years from the original September 30, 2020 effective date.

The contractor must comply with Oregon pay equity laws (ORS 652.220), submit a Pay Equity Compliance Certificate within 30 days, maintain policies preventing sexual harassment and discrimination, and certify compliance with Oregon tax laws for the preceding six calendar years. The contractor's representative is Steve Hepburn, Client Success Director, at 317 Isis Ave., Suite 207, Inglewood, CA 90301.
