About this opportunity

Broward County Transportation (BCT) is soliciting bids, due November 6, 2026, for new, unused coolant extractor recovery machines to evacuate, store, and reinject coolant in the BCT bus fleet. The procurement is funded in whole or in part by Federal Transit Administration funds, and federal requirements act as the primary filter. Bidders must submit the Bidders List Form by the closing date and time or the bid is determined nonresponsive to federal program requirements. The successful vendor must complete the FTA Funding Supplement forms and acknowledgement. DBE program requirements flow down to contractors at every tier, but under the DBE Interim Final Rule effective October 3, 2025, DBE participation is encouraged and not mandated through numerical goals. No set-aside is indicated.

The scope is six FLUIDXCHANGE FXC-2V-700-NF2 units, each a 30-gallon ASME-certified tank on wheels with a 12-foot service hose, plus six FXC-0-RING repair kits and ten FXC-CK-500NFS conversion hoses for Gillig buses. The County Project Manager may approve equal products on submission of product data sheets and supporting documentation. Approved-equal requests must be emailed to the Purchasing Agent by 5:00 PM EST on November 5, 2026, and the County will respond by addendum. Machines must arrive fully installed and in operating condition within thirty business days of the County Purchase Order, FOB Destination, at Copans Garage Building 2, Parts Department, 3201 W. Copans Road, Pompano Beach, Florida 33069, Monday through Friday, 7:30 A.M. to 6:00 P.M., excluding County-approved holidays. The vendor must provide a one-year comprehensive warranty covering labor and parts, and all delivery charges must be included in the bid price.

Vendors must submit a Vendor Questionnaire with their response or within three business days of the County's written request. The questionnaire requires manufacturer authorization as a dealer or seller, confirmation of no debarment or suspension within three years, and willingness to extend the same price and terms to other governmental entities. A voluntary drug-free workplace certification serves as a tiebreaker preference. Insurance requires commercial general liability of $500,000 per occurrence and aggregate with Broward County as additional insured, plus workers' compensation. Verification is due by a Certificate of Insurance or agent letter before award, or within three business days of request. Insurers must hold an A.M. Best rating of A- or better and a financial size of Class VII or greater.

Award is to a single vendor. Under the General Conditions, award defaults to the lowest responsive and responsible vendor unless the solicitation specifies other criteria. Payment is Net 30 upon receipt of a compliant invoice. BCT holds a Florida sales tax exemption for this purchase. Questions and clarifications must be submitted through BPRO by the questions due date.
