About this opportunity

The Palm Beach County Board of County Commissioners, Facilities Development and Operations Department is requesting bids for cooling tower water line replacement at the Convention Center, with bids now due June 25, 2026 at 2:00 p.m. (extended from June 11 via Addendum 2 issued June 10). Prospective bidders must acknowledge receipt of both Addendum 1 (June 2) and Addendum 2 (June 10) and attach signed acknowledgments to their bid proposals or face disqualification. An SBE (Small Business Enterprise) price preference of 10 percent applies to this project. Contractors must be pre-qualified under the County's Annual HVAC Services Contract, with qualification applications due at least 10 days before the bid due date.

The scope requires replacement of existing 8-inch and 10-inch cooling tower and bridge bypass water piping at 650 Okeechobee Boulevard, West Palm Beach, Florida. Bidders may submit proposals on one or both of two items: Item 1 specifies CPVC Schedule 80 piping; Item 2 specifies Aquatherm Blue Pipe or an approved equal product. Any product substitutions or "or equal" alternatives must be submitted by the prime contractor at least ten business days prior to bid due date with complete equipment and material cut sheets and manufacturer performance criteria for County review and Engineer of Record approval. The Engineer of Record is Gartek Engineering Corporation.

Work must be substantially completed within 180 calendar days from Notice to Proceed, with liquidated damages of $120 per day for delays. Only two of four cooling towers may be out of service simultaneously. Contractors must furnish bid security of at least 5 percent for bids of $200,000 or more, and successful bidders must provide a public construction bond equal to 100 percent of the work order amount within 14 days of award notification. All bids remain valid for 120 calendar days from bid opening. Bidders must comply with the County's Small Business Development Program (OSBD Schedules 1 and 2), execute a Human Trafficking Affidavit, and meet digital accessibility standards. A mandatory pre-bid conference was held February 25, 2026; attendance at the May 12 conference is required only for those who did not attend the earlier meeting.
