About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing a Request for Bid (RFB 3117-26) for the supply and delivery of erosion control materials to state agencies. The procurement encompasses ten categories of erosion control materials, including wood grade stakes, sediment rolls, dirtbags, non-woven fabric materials, bulk bags, erosion blanket rolls, jute fibernet, filterweave material, and silt fence, with specified annual quantities for each item. Vendors must quote on at least 90 percent of the line items to be considered for award, and pricing must be submitted in US dollars on an F.O.B. Destination basis with all delivery and associated costs included in the bid price; no special charges, surcharges, or fuel charges may be added separately. Award may be made to one or more vendors based on lowest cost by line item and highest percentage discount off retail price per product brand/category. The critical deadlines are as follows: vendor questions must be submitted by March 12, 2026, with the State providing responses by March 13, 2026; the bid closing date is March 20, 2026, at 11:00 AM Eastern Time. The resulting contract shall commence upon execution by the Commissioner and/or approval of the Governor and Executive Council and shall continue through July 31, 2031, with the possibility of extension for up to two additional years under the same terms and conditions. Successful vendors must maintain adequate inventory to deliver ordered items within five business days, establish individual customer accounts within three business days of order placement, provide quarterly and annual usage reports with sustainability certifications, maintain 24-hour product recall notification procedures, and assign a dedicated account representative with backup coverage.
Political subdivisions and nonprofit organizations under Section 501(c) of the federal Internal Revenue Code are eligible to participate at the established contract prices, with no specific set-asides or disadvantaged enterprise restrictions mentioned in the solicitation. No incumbent vendors or current contractors are identified in the RFB documentation provided. Annual price adjustments, either upward or downward, are permitted on contract anniversary dates with written notice and substantiation submitted at least 30 days prior to the effective date, subject to State approval of reasonableness, with price decreases becoming effective immediately as they occur in general trade. The contract is non-exclusive, and the State reserves the right to award to multiple vendors, add or delete locations and equipment during the contract term, and reject any or all bids. No specific budget range or total award value is provided in the solicitation materials; however, the bid template requests pricing for estimated annual quantities across all ten product categories, suggesting the total contract value will be determined by the lowest responsive and responsible bidder quotations received.
