About this file
This is a bid offer sheet submitted by a vendor in response to Request for Bid (RFB) 3117-26 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for the supply and delivery of erosion control materials to state agencies. The solicitation encompasses ten product categories including wood grade stakes (197 units), sediment rolls (792 units), dirtbags (6 units), non-woven fabric materials (18 units), bulk bags (395 units), erosion blanket rolls (2 units), jute fibernet (12 units), filterweave material (10 units), and silt fence (49 units). Vendor questions must be submitted by March 12, 2026, with State responses provided by March 13, 2026, and bids are due by March 20, 2026, at 11:00 AM Eastern Time. The resulting contract will commence upon execution by the Commissioner and/or approval by the Governor and Executive Council, continuing through July 31, 2031, with potential extension for up to two additional years under the same terms and conditions.
All pricing must be submitted in US dollars on an F.O.B. Destination basis with delivery and associated costs included in the bid price; no separate special charges, surcharges, or fuel charges are permitted. Vendors must quote on at least 90 percent of the line items to be considered for award, with awards made based on lowest cost by line item and highest percentage discount off retail price per product brand or category. The contract is non-exclusive, and the State reserves the right to award to multiple vendors. Successful vendors must maintain adequate inventory for delivery within five business days, establish customer accounts within three business days, provide quarterly and annual usage reports with sustainability certifications, maintain 24-hour product recall notification procedures, and assign a dedicated account representative with backup coverage. Annual price adjustments are permitted on contract anniversary dates with written notice and substantiation submitted at least 30 days prior to the effective date, subject to State approval of reasonableness. Political subdivisions and nonprofit organizations under Section 501(c) of the federal Internal Revenue Code are eligible to participate at established contract prices, with no specific set-asides or disadvantaged enterprise restrictions identified. No incumbent vendors or current contractors are identified in the RFB documentation.
