About this opportunity
The Utah Department of Health and Human Services, specifically the Division of Family Health's Women, Infants, and Children (WIC) Program, is procuring a contract with JPMA, Inc. for an enhanced WICShopper mobile application platform that will enable online shopping and home delivery capabilities for WIC participants. The project aims to improve food access for rural communities, particularly in areas like San Juan County, by developing a mobile app available on Android and iOS platforms with features including benefit tracking, barcode scanning, nutrition resources, and integrated online shopping through Umoja home delivery service. The contract covers a five-year period from May 24, 2024 to May 25, 2029, with potential service extensions. Key deliverables include system integration, migration of the existing online portal to a mobile environment, and customization of the WICShopper platform. The procurement is being conducted as a non-standard procurement process, with a notice of intent to award published on October 22, 2025, and responses due by October 29, 2025. The United States Department of Agriculture has approved this modernization effort to help WIC participants in remote regions access food benefits.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The incumbent vendor is JPMA, Inc., which will be integrating its existing WICShopper platform with Umoja Health for home delivery services. The project requires integration with Utah's existing WIC banking infrastructure managed by Custom Data Processing/FIS. The total contract value is estimated at $722,720, with an initial contract amount of $390,720 being expanded by $332,000 to include the new online shopping module. Specific cost components include an initial $92,000 implementation fee, annual platform costs starting at $32,400 and incrementing to $37,584 by the fifth year, and optional add-ons like the WICSmart Nutrition Education eLearning platform for an additional $300 annually. Ongoing operational costs will be based on monthly order volume thresholds, with potential pro-rated fees ranging from $0 to $10,000 depending on the number of orders placed.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
