About this file

This document is a Scope of Work contract between JPMA and Utah's Women, Infants, and Children (WIC) Program for the WIC Shopper mobile application platform. The contract covers the development and implementation of a mobile app for WIC participants, available on Android and iOS, from May 24, 2024 to May 25, 2029, with potential optional service extensions. The app will provide features such as registering cards, appointment reminders, interactive food lists, benefits tracking, barcode scanning, nutrition resources, and an online shopping capability through integration with Umoja, a home delivery service. A key project goal is to improve food access in rural areas like San Juan County by enabling WIC families to order benefits and receive no-cost home deliveries.

The total 10-year contract is valued at $390,720, with annual costs for the WIC Shopper mobile application platform starting at $32,400 in the first year and incrementally increasing to $37,584 by the fifth year. An optional WICSmart Nutrition Education eLearning platform is available for an additional $300 annually. The Umoja Online Shopping Upgrade includes a $92,000 setup and validation fee for October 1, 2025 - September 30, 2026, with ongoing operational costs based on order volume thresholds. Payments will be prorated, with fees ranging from $0 to $10,000 monthly depending on the number of orders placed, and food costs will be reimbursed through Utah's WIC banking contract with Custom Data Processing/FIS directly to Umoja as an authorized grocery vendor.
