About this opportunity
The State of Utah's Division of Purchasing is issuing a non-competitive contract amendment (Contract 246243 Amendment 3) for income and employment verification data services with Equifax Workforce Solutions LLC. The procurement is specifically for the Department of Workforce Services-Employment Services Division to continue receiving centralized employment and income information services. The contract aims to provide comprehensive income and employment verification data, with the scope of work detailing specific deliverables, performance requirements, and operational standards. The procurement is being processed under a sole source justification, which allows award without standard competitive bidding processes due to transitional costs, unique service capabilities, or being the only available source for the required services. The Notice of Intent to Award was published on December 3, 2025, with a response deadline of December 10, 2025, during which potential vendors can challenge the sole-source designation by submitting documentation demonstrating alternative sources or comparable service capabilities.
The contract appears to have no specific set-aside designations or restrictions on responding organizations, though vendors must certify compliance with Utah Code 63G-27, confirming they are not engaged in economic boycotts. Equifax Workforce Solutions LLC is the incumbent vendor and current contractor, with the amendment representing a continuation and expansion of existing services. The contract value is being increased from $9,815,386.00 to $11,214,686.00, representing a $1,399,300.00 (approximately 14.3%) increase. The amendment extends the contract for an additional year, utilizing a built-in renewal option. Existing infrastructure and technology integration will likely involve Equifax's employment verification data systems, which appear to be the primary mechanism for delivering the required services. Any vendor challenging the sole-source designation must provide detailed documentation to the Division of Purchasing, with no direct contact permitted with the Conducting Procurement Unit.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
