About this opportunity
The Utah Department of Government Operations, Division of Purchasing and General Services, is awarding an amendment to an existing contract with Utah Health Policy Project without engaging in a standard procurement process, with the proposal due June 4, 2026 under sole-source justification (Solicitation BH24-28, Contract 246183 Amendment 3).
The amendment funds a statewide community navigator program to assist approximately 83,000 Adult Expansion Medicaid and Targeted Adult Medicaid members, and approximately 7,000 high-risk individuals facing coverage disruption due to H.R. 1 policy changes. Utah Health Policy Project will provide extended Take Care Utah office hours (8 a.m. to 8 p.m. Monday–Friday, 10 a.m. to 6 p.m. Saturday) serving at least 600 individuals for enrollment, one-on-one counseling and eligibility screening for up to 30,000 individuals, a Safety Net Transition program for non-citizens losing Medicaid/CHIP coverage, and continuous improvement mechanisms including bi-weekly Rapid Cycle Review committees and quarterly impact audits. The contract period runs July 15, 2026 through July 14, 2027, with potential continuation at DHHS's written request and through November 20, 2028 overall.
The amendment increases total contract value from $214,754.03 to $984,754.03 (representing a 1,669.49% increase from the original $58,895.31 contract). The additional $770,000 funds Extended Office Hours ($200,000), One-on-One Community Support ($450,000), Safety Net Transition Program ($30,000), and continuous improvement activities ($90,000 combined). Budget flexibility permits shifting funds between activities and revising or adding activities with written DHHS approval.
The sole-source determination rests on circumstances making standard procurement impractical or not in the state's best interest. Vendors may challenge this determination by submitting documentation demonstrating qualified alternative sources, equivalent proprietary items, or comparable transitional costs during the publication period. Contractors must certify compliance with Utah Code 63G-27 regarding economic boycotts and boycotts of the State of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
