About this opportunity
The State of Utah Division of Purchasing has issued a Notice of Intent to Award Contract 216271 through a non-standard procurement process, specifically for the Department of Technology Services and Department of Health and Human Services. The procurement appears to involve access to the MedKnowledge drug database for eChart, a comprehensive electronic health records and tracking system used by medical professionals at the Utah State Developmental Center and Utah State Hospital. While specific details are redacted, the contract involves extending an existing agreement with First Databank, Inc. for database access, with the procurement unit claiming justification under sole source provisions due to unique vendor capabilities or significant transitional costs. The contract amendment involves a funds increase request, with a submission deadline of December 6, 2025. The procurement is being conducted pursuant to Utah Procurement Code, which allows for non-competitive awards under specific circumstances such as single source availability or when standard procurement processes are deemed impractical.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though vendors must certify compliance with Utah Code requirements regarding economic boycotts. The incumbent vendor is First Databank, Inc., a for-profit corporation located in Indianapolis, Indiana, which will continue providing the MedKnowledge drug database platform. The contract amendment increases the total contract value from $232,459.00 to $533,094.00, representing a 129% increase from the original contract total. Vendors interested in challenging the sole source determination must submit documentation demonstrating competing sources, comparable products, or lower transitional costs during the public challenge period. All contractors must maintain certification of non-participation in economic boycotts throughout the contract term. The procurement involves technology infrastructure integration with existing electronic health record systems at state healthcare facilities, specifically supporting medical tracking and documentation processes.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
