About this opportunity

The Utah Division of Purchasing is pursuing a sole source procurement for a contract amendment with First DataBank, Inc. for continued access to the MedKnowledge drug database, which is a critical electronic pharmacy component integrated into the state's eChart electronic tracking and records system. This procurement specifically involves licensing solutions for the Utah State Developmental Center (USDC) and Utah State Hospital (USH), including an Enhanced Package with modules such as Counseling Messages, Drug Allergy, Drug Interaction, Patient Education, and Prescriber Order Entry. The current contract period spans from March 1, 2021, to February 28, 2026, with a potential five-year renewal option. The procurement is being conducted under a Notice of Intent to Award without engaging in a standard competitive process, with a public notice period for potential vendors to challenge the sole source designation. The due date for this contract opportunity is November 8, 2025, and vendors are invited to submit challenges or alternative proposals if they believe they can provide comparable procurement items.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. First DataBank is the incumbent vendor, and the existing technology is deeply embedded in the eChart system, making a vendor switch prohibitively complex and expensive. The original contract total was $232,459, and the proposed amendment increases the total contract value to $485,543, representing a 208.8% increase. The contract includes provisions for electronic invoicing and will be processed according to the State of Utah Standard Information Technology Terms and Conditions. Pricing includes annual base fees, user fees, and license fees that incrementally increase each contract year, with the Annual Base Fee for the FDB MedKnowledge Enhanced Package starting at $14,830 and increasing to $17,007 by the final contract year. An optional FDB Interoperability Module is also available, which the Utah State Developmental Center may choose to upgrade during the contract period.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
