About this opportunity
The Utah State Board of Education (USBE) is issuing a Request for Statement of Qualifications (RFSQ) to contract with a Continuous Improvement Expert (CIE) to serve the Jean Massieu School of the Deaf (JMS), a specialized K-12 school serving 109 deaf and hard-of-hearing students in Salt Lake City that has been designated a springboard school under Utah Code Annotated Section 53E-5-302. The CIE will be responsible for developing and implementing a comprehensive school improvement plan in partnership with the school improvement committee, with the primary objective of addressing root causes of the school's low performance and achieving a one-third reduction in the performance gap from a baseline of 29.05% to a target of 37.70%. Key deliverables include developing a coherent ASL-centered instructional system that aligns curriculum, assessment, and Tier 1 instruction; strengthening staff capacity and family engagement systems through professional development; conducting on-site visits and observations; monitoring effectiveness through data analysis and surveys; providing ongoing implementation support and project management; and delivering personalized professional learning to school staff. The contract term is approximately three years and two months, tentatively beginning May 2026 and ending June 30, 2029, with a potential one-year renewal option subject to legislative appropriation and USDB discretion. Required qualifications include pre-approval as a USBE-designated CIE provider, with strong preference for fluency in American Sign Language and knowledge of educational approaches for deaf and hard-of-hearing students, or demonstrated ability to accommodate these specialized needs through qualified subcontractors or interpretation services. All proposals must be submitted electronically through Utah Public Procurement Place (U3P) by the closing date of April 28, 2026, and a Question and Answer period will be conducted with all questions submitted through U3P.
Only USBE pre-approved Continuous Improvement Expert providers are eligible to respond to this solicitation, which represents a significant restriction on potential bidders. No incumbent vendors or current contractors are identified in the available documentation. The maximum contract budget is $100,000 for the anticipated three-year and two-month duration, with all costs required to be all-inclusive of travel expenses, meals, and lodging for meetings, trainings, and other engagements; cost proposals exceeding this amount will be deemed non-responsive and ineligible for award. Contractors must comply with extensive insurance requirements including workers' compensation at statutory limits, commercial general liability of at least $1,000,000 per occurrence and $3,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit if applicable, protected information liability of $1,000,000 per occurrence and $2,000,000 aggregate, and cyber liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. The contract will require compliance with federal and state data privacy laws including FERPA restrictions, with contractors designated as USBE agents required to handle student personally identifiable information and educator data securely, store data only in United States data centers, use encrypted transmission, maintain audit trails, and provide annual privacy training. USBE reserves the right to terminate the contract at any time in accordance with its Standard Terms and Conditions, and payment will be made within 30 days of correct invoice submission with invoices required to be submitted electronically to ap@usdb.org.

If any provision of this RFSQ conflicts with the Utah Procurement Code or Utah Administrative Code, then the Utah Procurement Code or Utah Administrative Code will take precedence. Purpose of this Solicitation: Per Utah Code Annotated (UCA) § 53E-5-302, the Utah State Board of Education (USBE) "shall, beginning in the 2025-2026 school year, and every four years thereafter, designate a school as a springboard school; and conduct a needs assessment for a springboard school by thoroughly analyzing the root causes of the springboard school's performance qualifying the school for designation as a springboard school."
