About this opportunity
Brevard County Public Works Purchasing Services seeks qualified professional services contractors through a Request for Qualifications (RFQ-7-26-04) under the Consultants' Competitive Negotiations Act (CCNA) to provide continuing professional services in geotechnical and material testing services and/or environmental and testing services. Sealed proposals are due February 19, 2026, at 10:00 AM, with questions due by February 11, 2026, at 5:00 PM. The procurement encompasses two primary service disciplines: geotechnical and material testing services including borings, samplings, proctors, field density tests, lime rock bearing ratios, laboratory permeabilities, chemical analyses, concrete testing, asphalt testing, structural steel testing, and construction monitoring/inspections; and environmental and testing services including asbestos inspections, asbestos roofing surveys, lead paint assessments, hazardous waste or materials identification, mold assessments, and indoor air quality testing. Contractors may submit qualifications for either one or both disciplines to support transportation, traffic, stormwater management, mosquito control, building construction, parks and recreation, utilities, and miscellaneous County projects. Proposals will be evaluated by a Selection/Negotiating Committee based on team profile (25 points), experience (30 points), team management (30 points), and service capabilities (15 points). Contractors must submit three hard copies and one electronic copy of their proposals. Deliverables will be defined through individually executed Task Orders issued by various County departments, with specific scope descriptions, schedules, and compensation structured either on an hourly rate basis (per the Testing and Hourly Rate Schedule) or through negotiated lump-sum fees.
The County reserves the right to award contracts to multiple vendors and does not have exclusive arrangements with any single contractor. Interested firms must comply with all federal and state laws, county and municipal ordinances, Build America Buy America Act requirements, and Florida Statutes including provisions regarding foreign countries of concern, scrutinized company lists, and prohibition of forced labor. Professional liability insurance with minimum coverage of $2,000,000 per claim is required, along with general liability insurance of $1,000,000 combined single limit and auto liability insurance of $1,000,000 combined single limit for all owned, non-owned, and rented vehicles; workers' compensation coverage is also mandatory. The contract term shall be effective for five years (April 23, 2026, through April 22, 2031), with the County reserving the right to adjust pricing, terms, or conditions with written approval. Pre-approved reimbursable expenses are reimbursed at actual cost with no markup, and the County is exempt from federal excise taxes and all sales taxes. Specific budget values or award amounts are not disclosed in the RFQ; pricing will be negotiated individually through Task Orders on an as-needed basis following contract execution.
