About this file
This is a Selection Committee Consolidated Evaluation Scoresheet for a Request for Qualifications (RFQ-7-26-04) issued by Brevard County Public Works Purchasing Services for Continuing Professional Services Testing and Consulting in Geotechnical and Environmental disciplines. The RFQ solicited qualified firms to provide geotechnical and material testing services (including borings, sampling, field density tests, and concrete/asphalt testing) and environmental testing services (including asbestos inspections, lead paint assessments, and mold assessments). Sealed proposals were due February 19, 2026, at 10:00 AM, with the selection committee meeting held on March 20, 2026, at 9:00 AM to evaluate submissions. The contract term is five years, effective April 23, 2026, through April 22, 2031. Six firms submitted proposals: Ardaman & Associates, Develop Environmental LLC, ECS Florida LLC, Professional Service Industries, Terracon, and UES Professional Solutions, LLC. The evaluation committee, comprising three members (Anna Hoang-Lok, Mike McGrew, and Mike Butcher), scored proposals on team profile, experience, team management, and service capabilities.
The scoresheet indicates final rankings with Ardaman & Associates and UES Professional Solutions, LLC tied for first place with seven total points each, followed by Develop Environmental LLC with 17 points in second, ECS Florida LLC with 14 points in third, Professional Service Industries with 11 points in fourth, and Terracon with 6 points in fifth. The selection committee voted unanimously to move into negotiations with the top five ranked firms. Professional liability insurance requirements of $2,000,000 per claim and general liability insurance of $1,000,000 combined single limit are mandated. Compensation will be structured through individually executed Task Orders on an hourly rate basis or negotiated lump-sum fees, with pre-approved reimbursable expenses reimbursed at actual cost.
