Addendum 1 to Continuing Professional Services Testing and Consulting Services RFQ

This Addendum 1, issued by Brevard County Public Works Purchasing Services on February 16, 2026, modifies the original Request for Qualifications (RFQ #7-26-04) for continuing professional services in geotechnical and/or environmental testing and consulting. The addendum addresses clarifications regarding contract scope, submission requirements, and licensing documentation. The most significant modification extends the submittal deadline from February 19, 2026, to February 20, 2026, at 10:00 AM, accommodating a holiday conflict. The RFQ seeks qualified contractors to provide either geotechnical and materials testing services, environmental testing services, or both disciplines to support various County departments on an as-needed basis. All other terms and conditions of the original RFQ remain unchanged, with proposals requiring three hard copies and one electronic flash drive submitted in either three-ring binder or coil-bound format without mandatory wet signatures.

Regarding pricing and contract terms, no specific anticipated contract amount or budget has been established; approximately $550,000 has been spent on similar services between April 2021 and the RFQ issuance. The contract term extends for five years effective April 23, 2026, through April 22, 2031, with compensation structured on an hourly rate basis per the Testing and Hourly Rate Schedule or through negotiated lump-sum fees via individually executed Task Orders. The current incumbents are Ardaman & Associates Inc. and Universal Engineering Sciences (UES). The County will accept official printouts or electronic PDFs of Florida Department of Business and Professional Regulation (DBPR) active registration status as proof of licensure. Professional liability insurance of $2,000,000 per claim, general liability insurance of $1,000,000 combined single limit, and auto liability insurance of $1,000,000 combined single limit are required, along with workers' compensation coverage.

RFQ # 7-26-04

February 16, 2026 Addendum 1

TO ALL PROSPECTIVE PROPOSERS

This is an Addendum to and shall be considered as part of the original RFQ package for the above-mentioned RFQ.

Proposers are requested to acknowledge receipt of this Addendum with their submittal.

QUESTIONS AND RESPONSES:

Question 1: What is the anticipated contract amount?

Response 1: An anticipated contract amount isn’t available. Per the Introduction/Purpose, work will be issued on an as-needed basis. However, approximately $550,000 has been spent between current contracts since April 2021.

Question 2: Are Geotechnical and Materials Testing Services considered one discipline?

Response 2: Yes, per the RFQ Introduction/Purpose, page 15, Geotechnical and Materials Testing Services will be considered as one discipline.

Question 3: The forms for this RFQ appear at the end of the submittal format/requirements. They are not noted in those requirements. Where should respondents add them in proposal submissions?

Response 3: Respondents should include the required forms in their proposal under a clearly labeled section titled “Required Documents.”

Question 4: Our firm is aware three hard copies and a flash drive are required. Assuming one of those is meant to be the “original”, do all hard copies require manual signatures?

Response 4: No, manual (wet) signatures are not required on the hard copies.

Question 5: Regarding the hard copies of the RFQ response: are they to be bound? If so, does the county have a preference (e.g. three ring binder vs coil)?

Response 5: The County does not have a binding preference. Hard copies may be submitted in either a three-ring binder or coil-bound format.

Question 6: Page 6, item 32 - Licenses/Certifications/Permits states the successful contractor must show proof of business tax receipt and any other license/certification before performing work, and submit copies of licenses/certs to the purchasing office. Florida DBPR no longer issues hard-copy licenses; registries are now issued and appear online. What would the County consider an acceptable copy of a firm’s registry?

Response 6: The County will accept an official printout or electronic PDF of the firm’s active registration status as displayed on the Florida Department of Business and Professional Regulation (DBPR) website.

The documentation must clearly identify the firm, registration number, current status, and expiration date, if applicable.

Question 7: Tab 3 - Key Team Members requires single-page resumes that do not count toward the page limit for the section. However, the section says resumes should include “copies of professional licenses.” Some staff members may have various licenses/certifications (which may take up several pages). As part of the resume requirement, are the license copies also excluded from this section’s page limit?

Response 7: Copies of professional licenses or certifications submitted with the single-page resumes are not counted for Tab 3:Team Profile, Item 3 – Key Team Members.

Question 8: Who are the incumbents?

Response 8: The current RFQ consultants are Ardaman & Associates Inc. and Universal Engineering Sciences (UES).

Question 9: What is the budget for the upcoming 5-year contract for environmental services?

Response 9: There is no budget set for these services. Please refer to Question and Response No. 1.

Question 10: Page 16, Part 1.D. Proposal Submittal: should the three (3) hard copies be bound, or just secured with a binder clip will be acceptable?

Response 10: Please refer to response No. 5

Question 11: Would Brevard County consider extending the submittal deadline given the holiday this coming week?

Response 11: Yes, Brevard County will add one calendar day for the submittal deadline. The new deadline will be February 20, 2026.

Question 12: Are you able to provide a definition/clarification of the emergency response for the environmental scope?

Response 12: Emergency Response may include environmental hazard response to natural disasters, industrial accidents, hazardous substance releases, chemical spills, fires, etc. as needed to protect public health.
