About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida's Continuing Construction Services contract opportunity for Water Resources Repair and Rehabilitation. The contract encompasses multiple work categories including SAN Annual Pipe Repair and Replacement, SAN Annual CIPP Lining and Manhole Rehabilitation, Lift Station Rehabilitation, Potable and Reclaimed Water Main Repair and Replacement, and Unscheduled Repairs at various locations citywide. One or multiple qualified contractors may be selected for each work category. Firms of varying size, ability, and technical expertise are encouraged to submit proposals, with contractors able to apply for all work categories for which they are qualified.
The Subcontractor Utilization Plan requires proposers to demonstrate their intent to engage minority, women, veteran, and small business enterprises (SBE, WBE, MBE, and veteran-owned businesses) in the Tampa Bay Region. Proposers must describe their efforts in outreach, education, mentorship, and process improvements designed to increase participation by these business categories and to reduce barriers to participation. The small/veteran/minority/women business participation goals are voluntary with no minimum participation required, and proposers will not be deemed non-responsive for submitting a plan with zero diverse business participation. However, the City encourages proactive engagement with small/veteran/minority/women business enterprises. Projects may be funded by the City of St. Petersburg, the Florida Department of Environmental Protection, other agencies, or combinations thereof, with projects funded in whole or in part by non-City sources designed in conformance with the applicable funding agency's requirements.
