About this opportunity
The Texas Health and Human Services Commission is soliciting bids for consumable foods for the canteen and campus at the Lufkin State Supported Living Center under IFB HHS0018082, with bids due October 23, 2026 at 10:30 a.m.
The scope encompasses 22 line items including prepared foods (french fries, hashbrown patties, chicken wings, sauces) and food service supplies (containers, lids, napkins, hairnets, trays, straws, foil sheets) for fiscal year 2027 operations. Estimated annual quantities range from 1 to 24 cases per item. Delivery must occur within seven days of order receipt at the facility. Pricing is requested on an F.O.B. Destination basis with freight prepaid and included in the total price, or vendors must provide exact delivery costs and terms separately.
Bidders must submit a minimum of three verifiable references for contracts of similar size and scope performed within the last five years, with detailed contact and service information. Company qualifications must include years in business, office address, current staffing levels, and geographic limits of operations. A one-page narrative statement describing size, scope of operations, available customer service employees and supervisors, and relevant industry certifications, qualifications, training programs, and licenses is required. Bidders must provide minimum two 24-hour emergency contacts.
Submissions may be made in-person at the Procurement and Contracting Services office (1100 W. 49th Street, Austin, Texas, open 8 a.m. to 5 p.m.) or through the optional HHS Online Bid Room electronic system. Electronic registration through IAMOnline requires advance completion; registration timelines may require several days. Late submissions will not be accepted. All bidders must execute Exhibit A Solicitation Affirmations and comply with HHS Uniform Terms and Conditions, including E-Verify requirements, seven-year record retention, cybersecurity training certifications, suspension and debarment certifications, and human trafficking prohibitions. Technical difficulties with electronic submission do not constitute grounds for protest.
