About this opportunity
The City of St. Petersburg is requesting qualifications for consulting services on solar energy, energy efficiency, mechanical, electrical, plumbing, and fire protection projects on an as-needed basis under RFQ #25-108, with responses due April 17, 2025 at 3:00 p.m. The contract carries a multi-year structure: initial one-year term with three annual renewal options (four years total). Projects may be funded by the City, State, Federal, or other agencies, and must conform to the respective funding agency's requirements.
The scope encompasses facility condition assessments, technical investigations, energy modeling, design development from conceptual through detailed, permitting, construction administration, commissioning, sustainable design certification, grant identification, expert consulting services, and expert witness testimony across multiple engineering disciplines. Key personnel — project manager and LEED or ENVISION Lead — must have a minimum of ten years of applicable experience and remain consistent throughout the contract term. Offerors must hold current Florida licenses, maintain AutoCAD Civil 3D 2021 and ESRI mapping software capabilities, and provide comprehensive insurance coverage including $1 million in commercial general liability, commercial automobile liability, pollution liability, and professional liability.
The solicitation uses a weighted evaluation: 33% team background and key staff availability, 25% experience and project examples, and 22% project approach. Additional points are available for MBE, SBE, WBE, and DBE certifications. The Statement of Qualifications is limited to 75 pages as a single PDF and must include a transmittal letter, project team details, experience within the past five years, organizational charts, safety protocols, GIS capabilities, references, disclosure of any contractual failures or licensing violations, and a business outreach plan addressing minority, women, disadvantaged, and small business enterprises.
Individual Task Orders will specify scope, schedule, and not-to-exceed fees on a project-by-project basis, with monthly invoicing and payment within 20 business days. The City reserves the right to qualify multiple vendors and award contracts on a split-order or individual item basis.
