About this file

This document is an Appendix C detailing Statement of Qualifications (SOQ) Requirements for a municipal contract involving solar energy, energy efficiency, mechanical, electrical, plumbing, and fire protection projects for a City procurement opportunity. The SOQ is limited to 75 pages and must be submitted as a single PDF, with specific requirements for content organization including a transmittal letter, project team details, experience and reference projects, and various qualifying sections. Key personnel requirements include a project manager and LEED or ENVISION Lead with a minimum of ten years of applicable experience, who must remain consistent throughout the contract term.

The SOQ must demonstrate the offeror's capabilities through detailed submissions covering firm qualifications, project approach, safety protocols, CADD and GIS capabilities, references, and business diversity. The document emphasizes the need for comprehensive documentation, including organizational charts, project experience within the past five years, and details about subconsultants. Special attention is given to business outreach, with provisions for Minority Business Enterprises (MBE), Woman Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Small Business Enterprises (SBE). Offerors must also disclose any prior contractual failures, litigation, or licensing violations, and provide current Florida licenses for the firm and individual team members.
