About this opportunity

The Orange County Transportation Authority (OCTA) is requesting proposals for consultant services to implement Climate Adaptation and Sustainability Plan follow-up activities, with proposals due July 21, 2026 at 2:00 p.m. and a pre-proposal conference scheduled for June 25, 2026 at 11:00 a.m.

The scope encompasses technical, analytical, project management, stakeholder engagement, and implementation support services across two phases: Phase 1 (Inventory, Assess, and Prioritize) and Phase 2 (Implement High-Impact, Low-Cost, and Readily Implementable Strategies and Lay Infrastructure Groundwork). The consultant will transition priority sustainability strategies from planning to deployment.

The contract term extends two years from October 1, 2026 through September 30, 2028, with a budget of $200,000. The contract structure is time and expense with fully burdened hourly rates covering all direct and indirect costs, taxes, and profit. Proposed labor rates span four categories: Principal, Project Manager, Sustainability Specialist, and Climate Specialist, with separate rate schedules for each fiscal year. Mileage and other direct costs authorized by OCTA are reimbursable at cost or applicable current rates, whichever is less. Proposals must remain firm for 120 days from submission.

OCTA will evaluate proposals on firm qualifications and experience (25 points), staffing and project organization (25 points), work plan (30 points), and cost and pricing (20 points). The Authority reserves the right to negotiate contract terms with selected offerors and may request Best and Final Offers from firms within the competitive range.

Interviews are scheduled for August 27, 2026. The pre-proposal conference is available in-person at OCTA's Administrative Office (550 South Main Street, Orange, California 92868, Conference Room 07) or via Microsoft Teams teleconference. Questions are due June 30, 2026. Award is contingent upon adequate state or local funding. The consultant must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employers' Liability ($1,000,000 per accident), and Professional Liability ($1,000,000), with proof of coverage due within ten calendar days of the effective date.
