About this file
Summary
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for consultant services supporting the implementation of the Climate Adaptation and Sustainability Implementation Plan. The project seeks to retain a contractor to provide technical, analytical, project management, stakeholder engagement, and implementation support services to facilitate the deployment of priority strategies from planning to action, focusing on Phase 1 (Inventory, Assess, and Prioritize) and Phase 2 (Implement High-Impact, Low-Cost, and Readily Implementable Strategies and Lay Infrastructure Groundwork). The estimated project term extends through January 8, 2026, with Lauren Sato, Senior Transportation Analyst, designated as the requestor. No specific response dates, site visits, or bidders' conferences are referenced in this estimate document.
The total estimated cost for this procurement is $200,010.00. Direct labor comprises the primary cost component at $199,160.00, consisting of 1,037 estimated hours distributed across four labor categories: Principal (52 hours at $250/hour), Project Manager (483 hours at $200/hour), Sustainability Specialist (331 hours at $175/hour), and Climate Specialist (171 hours at $185/hour). The estimate includes $850.00 in mileage expenses as the only other direct cost, with no charges for overhead, materials, information technology support, travel, or subcontractors. The cost estimate is substantiated by reference to other similar climate action support procurements and incorporates travel expenses within the hourly rates.
