About this file

This is a Level 1 Health, Safety and Environmental (HSE) Specifications document (Exhibit D) for RFP 250306 issued by the Orange County Transportation Authority (OCTA) in California. The specifications establish mandatory health, safety, and environmental compliance requirements for all contractors, subcontractors, suppliers, and employees engaged in work on Authority property, including bus yards and rail facilities. The document outlines general HSE requirements, regulatory compliance obligations, and incident notification and investigation procedures that contractors must implement throughout the duration of their work.

The contractor bears sole responsibility for identifying hazards, implementing appropriate controls, and maintaining safe working conditions. Non-compliance with the specifications—including repeated unsafe acts, serious safety violations, or disregard for the intent of the standards—may result in corrective action up to and including work suspension, site removal, or contract termination at the Authority's discretion. All contractors must comply with applicable federal, state, and local health, safety, and environmental regulations and develop and maintain all required regulatory programs. The contractor must provide immediate verbal notification to the Authority's designated representative of any incident, including property damage, recordable injuries or illnesses, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and visits by outside agencies such as Cal/OSHA, EPA, or the State Water Resources Control Board. Written preliminary incident reports must be submitted to the Authority's Project Manager within 24 hours, and serious injuries, Cal/OSHA recordable incidents, or significant near-miss events may require formal incident investigation submittal and review as directed by the Authority.
