About this file
This is a Scope of Work Verification Form for the Orange County Transportation Authority (OCTA) in California, related to consultant services for Climate Adaptation and Sustainability Plan (CASP) implementation. The form establishes guidelines and certification requirements for preparing scopes of work and specifications to ensure they invite fair competition, avoid vendor favoritism, and meet OCTA's requirements. Project managers must certify that the attached scope of work was independently prepared without brand name references or unreasonable restrictions, or alternatively, if brand names are included, they must justify them as impractical or uneconomical to avoid, while clearly identifying the salient characteristics that equal products must meet per Federal Transit Administration regulations.
The consultation services sought focus on transitioning CASP priority strategies from planning to action, encompassing Phase 1 (Inventory, Assess, and Prioritize) and Phase 2 (Implement High-Impact, Low-Cost, and Readily Implementable Strategies and Lay Infrastructure Groundwork). The consultant will provide technical, analytical, project management, stakeholder engagement, and implementation support services. The verification form requires signatures from both the project manager and the department manager, director, or executive director, with a submission date of February 17, 2026, and is associated with requisition number PR R001318. The form emphasizes that consultants are prohibited from writing or assisting in the development of scopes of work in which they may subsequently bid.

FA-CAMM-071.docm (03/16/18) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
