Tazewell County, Illinois is seeking a Construction Manager at Risk (CMaR) for the Justice Center Annex project, a comprehensive initiative to consolidate multiple court-related services currently dispersed across several downtown Pekin buildings. The project involves constructing a new facility at the corner of Elizabeth St and Capital St, with an estimated total cost between $28-$32 million, including construction management, design, furniture, fixtures, and equipment. The selected CMaR will provide preconstruction services such as cost estimating, constructability analysis, and life cycle costing, utilizing a modified AIA A133-2019 contract. The new facility must meet the Illinois Supreme Court's Minimum Courtroom Standards, accommodate potential future expansion, and connect to the existing Justice Center. Proposal submissions are due by January 31, 2024, at 2:30 p.m. CST, with the county planning to shortlist up to five respondents for interviews on February 12, 2024, and anticipating a final county board award on February 28, 2024. The evaluation criteria will focus on firm size, project approach, financial capabilities, and proposed pricing. Site visits can be coordinated through Assistant County Administrator/Finance Director Mindy Darcy at bids@tazewell-il.gov.
Regarding set-aside designations, the county has not established specific participation goals for minority and female-owned enterprises, with these details to be discussed with the chosen vendor. The Selection Committee will comprise two elected County Board members, two elected County-wide Officials, and two County administration employees. The project scope includes potential renovations to existing facilities and options for incorporating additional county offices from the McKenzie Building and Emergency Management Agency Building. The CMaR may perform trade work in addition to general condition facilities and project support. Comprehensive documentation will be required, including detailed financial information, project experience, references, and a non-collusion affidavit. The project allows for potential phased implementation, with renovations potentially occurring in subsequent phases separate from the new Justice Center Annex construction. The total project budget range of $28-$32 million provides flexibility for the comprehensive consolidation of court-related services and potential future expansions.
