About this opportunity
The City of Cheyenne, Wyoming is soliciting Construction Manager at Risk (CMAR) services through Request for Proposal (RFP 7-26) for three interconnected municipal renovation projects: the Cheyenne Municipal Building Renovation (contingent upon voter approval and 6th Penny Funding), conversion of the former Senior Activity Center into a new City Council Building, and tenant improvements to the Second Floor of the Municipal Court. The Municipal Building project encompasses comprehensive renovation of the existing 54,265-square-foot three-story structure at 2101 O'Neil Avenue, including replacement of all HVAC, electrical, plumbing, and information technology systems; new window openings; a new entry addition; accessibility improvements including a stretcher-sized elevator; and extensive sitework across approximately 6.62 acres involving grading, drainage, utility relocation, and landscaping. The Council Building project involves converting the former Senior Activity Center (8,500 square feet) to serve as new City Council Chambers, while the Municipal Court project includes second-floor tenant improvements. Proposers must demonstrate qualifications including bonding capacity up to $30 million in construction costs, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, business automobile liability of $1,000,000, and workers' compensation coverage. The evaluation will assess similar relevant experience, project team qualifications, ability to meet schedule and adjust phasing, general qualifications, fee structure (including bonding capacity, pre-construction services fee, and CMAR fee percentage), and Wyoming residency preference. Critical deadlines include a mandatory in-person pre-proposal meeting on May 6, 2026 at 2:00 p.m. at the Municipal Building, Room 208; question submission deadline of May 13, 2026 at 5:00 p.m.; addendum responses due May 15, 2026 at 5:00 p.m.; proposal submission deadline of May 27, 2026 at 3:00 p.m. through the City's eProcurement Portal; firm selection for interviews by June 3, 2026; interviews by June 8, 2026; Professional Services Agreement finalization by June 10, 2026; and City Council approval targeted for July 13, 2026 with contract execution on July 14, 2026. Proposals must remain valid for a minimum of 120 days following submission and must acknowledge all addenda issued by the City.
Wyoming resident contractors that submit a Certificate of Residency from the Wyoming Department of Workforce Services will receive an automatic 5% preference (4-point score) over non-resident firms; those failing to submit the certificate will receive zero points for the residency criterion, making this a significant competitive advantage for qualifying resident contractors. The contract will be structured using AIA Document A133-2019 (Standard Form of Agreement Between Owner and Construction Manager as Constructor) and AIA Document A201-2017 (General Conditions of the Contract for Construction), utilizing a Cost of Work Plus Fee with a Guaranteed Maximum Price payment structure. Proposers must submit pre-construction fees as a single lump sum not-to-exceed amount, with the City intending to make the CMAR selection based on both qualifications and cost. The project scope includes retention and integration of existing 2023 chiller and 2024 boiler systems with new HVAC infrastructure, as well as structured cabling with Category 6A copper and fiber optic backbone for technology systems. While the RFP does not disclose specific budget amounts or pricing terms in the provided documents, the project scope and bonding capacity requirement of up to $30 million indicate a substantial construction investment, with the Municipal Building and Council Building projects to be priced separately due to different funding sources. All proposals become public information following the submission deadline, except for proprietary or financial information clearly marked as confidential.
