About this file
This is a Request for Proposal (RFP 7-26) issued by the Public Works Department of the City of Cheyenne, Wyoming for Construction Manager at Risk (CMAR) services. The City seeks qualified construction companies to provide CMAR services and construct three separate renovation projects: the Cheyenne Municipal Building Renovation (contingent on voter approval of 6th Penny Funding), the conversion of the old Senior Activity Center into a new City Council Building, and tenant improvements to the Second Floor of the Municipal Court. All three buildings are located on separate parcels in Cheyenne and will be renovated in succession with potential overlapping schedules. A mandatory pre-proposal meeting is scheduled for May 6, 2026 at 2:00 p.m. at the City of Cheyenne Municipal Building, 2101 O'Neil Avenue, Room 208. Proposals must be submitted via the City's OpenGov e-procurement portal by the deadline specified in the RFP; email and fax submissions will not be accepted. The City reserves the right to reject any and all proposals at its sole discretion. The Owner will review submitted proposals and either select a CMAR or invite a shortlist of prospective CMARs to an interview process scheduled for June 8, 2026. Upon contract execution and insurance/bonds approval, the CMAR is expected to begin pre-construction services as soon as possible.
Proposers will be scored using an evaluation matrix assessing similar relevant experience, project team qualifications, ability to meet schedule and adjust phasing, general qualifications, fee structure (including bonding capacity, pre-construction services, and CMAR fee percentage), and Wyoming residency preference. The City intends to make the CMAR selection based on both qualifications and cost basis, with the understanding that the exact scope is uncertain at this time. Contractors must demonstrate bonding capacity of up to $30 million in construction costs with proof from a surety, maintain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, business automobile liability of $1,000,000, and workers' compensation coverage. Wyoming resident contractors that submit a Certificate of Residency will receive an automatic 5% preference (4-point score) over non-resident firms; those failing to submit the certificate will receive zero points for this criterion. The contract will be based on AIA Document A133-2019 (Standard Form of Agreement Between Owner and Construction Manager as Constructor) and AIA Document A201-2017 (General Conditions of the Contract for Construction), utilizing a Cost of Work Plus Fee with a Guaranteed Maximum Price payment structure. All proposals will be considered public information after the contract award, and contractors must submit pre-construction fees as a single lump sum not-to-exceed amount.
