This is a combined project schedule exhibit for Construction Manager at Risk (CMAR) services prepared by the City of Cheyenne, Wyoming for three interconnected municipal renovation projects: the Municipal Building Renovation, City Council Building conversion, and Second Floor Municipal Court tenant improvements. The schedule outlines a phased approach spanning from January 2026 through March 2028, with the Municipal Building project commencing conceptual design completion on January 30, 2026, followed by schematic design (February 1 – March 24, 2026), CMAR RFP and selection (February 25 – May 14, 2026), design documentation (March 25 – November 25, 2026), permitting and general contractor bidding (November 30, 2026 – March 17, 2027), and construction (March 18, 2027 – March 30, 2028). The Council Building schedule runs concurrently with an accelerated timeline, including conceptual design completion by January 30, 2026, schematic design (February 15 – March 25, 2026), CMAR RFP and selection (March 25 – May 14, 2026), design documentation (March 25 – June 26, 2026), permitting and general contractor bidding (June 29 – August 24, 2026), and construction (August 25, 2026 – March 23, 2027). A mandatory pre-proposal meeting is scheduled for May 6, 2026, with proposal submission deadline of May 27, 2026, firm selection for interviews by June 3, 2026, interviews by June 8, 2026, and City Council approval targeted for July 13, 2026.

The contract will utilize AIA Document A133-2019 and A201-2017 with a Cost of Work Plus Fee structure and Guaranteed Maximum Price payment model. Proposers must demonstrate bonding capacity up to $30 million in construction costs, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, and business automobile liability of $1,000,000. Wyoming resident contractors submitting a Certificate of Residency from the Wyoming Department of Workforce Services will receive an automatic 5% preference (4-point score) over non-resident firms. The Municipal Building and Council Building projects will be priced separately due to different funding sources; the Municipal Building project is contingent upon voter approval and 6th Penny Funding. Pre-construction fees must be submitted as a single lump sum not-to-exceed amount, with proposals remaining valid for a minimum of 120 days following submission. All proposals become public information following the submission deadline, except for proprietary or financial information clearly marked as confidential.
