About this file

This is an Addendum #1 Revision to a Request for Proposal (RFP 6-26) issued by the City of Cheyenne, Wyoming for Construction Manager At Risk (CMAR) services. The RFP solicits proposals for three interconnected municipal renovation projects: the Cheyenne Municipal Building Renovation (contingent upon voter approval and 6th Penny Funding), conversion of the former Senior Activity Center into a new City Council Building, and tenant improvements to the Second Floor of the Municipal Court. The Municipal Building project encompasses comprehensive renovation of the existing 54,265-square-foot three-story structure, including replacement of HVAC, electrical, plumbing, and information technology systems, new window openings, a new entry addition, accessibility improvements with a stretcher-sized elevator, and extensive sitework across approximately 6.62 acres. A mandatory in-person pre-proposal meeting is scheduled for May 6, 2026 at 2:00 p.m. at the City of Cheyenne Municipal Building, Room 208, with attendance required for proposal consideration. The question submission deadline is May 13, 2026 at 5:00 p.m., addendum responses are due May 15, 2026 at 5:00 p.m., and proposals must be submitted electronically through the City's eProcurement Portal by May 27, 2026 at 3:00 p.m. The selection timeline includes review committee proposal evaluation by June 3, 2026, interviews by June 8, 2026, Professional Services Agreement finalization by June 10, 2026, City Council approval targeted for July 13, 2026, and contract execution on July 14, 2026 with notice-to-proceed on July 20, 2026.

Proposers must maintain proposal validity for a minimum of 120 days and acknowledge all addenda issued by the City; failure to acknowledge addenda will result in proposal rejection. The City evaluates qualifications including bonding capacity up to $30 million in construction costs, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, business automobile liability of $1,000,000, and workers' compensation coverage. Wyoming resident contractors registered with the Wyoming Department of Workforce Services will receive an automatic 5% preference (4-point score) over non-resident firms; non-resident firms failing to submit a residency certificate will receive zero points for this criterion. The contract will be structured using AIA Document A133-2019 (Standard Form of Agreement Between Owner and Construction Manager as Constructor) and AIA Document A201-2017 (General Conditions of the Contract for Construction), utilizing a Cost of Work Plus Fee with a Guaranteed Maximum Price payment structure. Proposers must submit pre-construction fees as a single lump sum not-to-exceed amount, with the Municipal Building and Council Building projects to be priced separately due to different funding sources. All proposals become public information following the submission deadline, except for proprietary or financial information clearly marked as confidential. The project scope includes retention and integration of existing 2023 chiller and 2024 boiler systems with new HVAC infrastructure, as well as structured cabling with Category 6A copper and fiber optic backbone for technology systems.
