About this file
This is a Limited Asbestos Building Inspection Report prepared by Asbestos and Technical Services, Inc. for the City of Cheyenne, Wyoming, related to the Cheyenne Municipal Building located at 2101 O'Neil Avenue. The inspection was conducted on January 22, 2024, to identify and sample suspected asbestos-containing materials (ACM) using nondestructive sampling protocols in accordance with EPA guidelines and AHERA standards. Twenty-five bulk samples were collected across three floors of the municipal building, with samples taken from various materials including caulking, mortar, brick, plaster, wallpaper, countertops, adhesives, and suspended ceiling tiles, primarily from Men's and Women's restroom areas on each floor. The inspection was limited in scope and specifically designed to assess materials relevant to the planned renovation project rather than constitute a full asbestos survey for building demolition purposes. Analysis was performed by CA Labs using polarized light microscopy (PLM) and related techniques in accordance with 40 CFR Part 763 and EPA 600/R-93/116 methodologies.
The laboratory findings indicate that none of the twenty-five samples collected contained asbestos above the 1% threshold defined by OSHA, EPA, and the State of Wyoming. The report explicitly notes that the inspection cannot eliminate uncertainty regarding the presence of ACM elsewhere in the building, and materials discovered during actual renovation or demolition work must be tested before proceeding. The assessment acknowledges that asbestos has historically been incorporated into over 3,000 materials and products, and additional inspection services may be required if suspect materials are encountered during construction activities. CA Labs' analytical capabilities include detection of asbestos at levels as low as 0.001% in favorable samples, though detection limits may approach 0.50% in unfavorable samples. The findings support proceeding with the municipal building renovation project without asbestos remediation requirements based on the tested materials.

January 26, 2024
City of Cheyenne
Attn: Steve Gaer
2101 O’Neil Avenue
Cheyenne, WY 82001
Dear Customer, On January 22, 2024, ATS performed an asbestos inspection of the above-mentioned project. The purpose of the survey was to identify and sample suspected asbestos containing material (ACM) using nondestructive sampling protocols for the site-specific renovation scope.
Inspection, sampling and analytical procedures were performed in general accordance with the Environmental Protection
Agency’s (EPA) interpretations, and guidelines of the Asbestos Hazardous Emergency Response Act (AHERA).
Asbestos containing materials as defined by the Occupational Safety and Health Administration (OSHA), the Environmental
Protection Agency and the State of Wyoming are material with asbestos concentration greater than 1% (>1%) by volume.
However, OSHA governs asbestos exposures to employees above the Permissible Exposure Limit regardless of asbestos containing material concentration.
No inspection can eliminate the uncertainty regarding the presence of ACM. ATS’s level of diligence and investigative procedures are intended to reduce, but not eliminate potential uncertainty regarding the presence of ACM. The determinations in this report should not be constructed as a guarantee that all ACM present in the subject property has been included in this report.
The inspection was performed in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. Those entities and persons involved with the inspection and generation of this report do not imply or guarantee that all potential ACM on or in the building has been identified and sampled.
Historically, asbestos has been added as a component to over 3,000 materials and products produced in the United States.
The inspection was intended to identify those accessible materials that were reasonable suspect and that were most likely to contain asbestos in quantities subject to regulation, based on existing industry and regulatory standards.
If suspect material is discovered during renovation or demolition, work needs to be stopped and suspect material needs to be tested prior to proceeding.

307-214-0904 Limited Asbestos Inspection Report
LIMITATIONS:
This limited asbestos building inspection was performed for the Cheyenne Government Municipal Building located at 2101
O’Neil Avenue, Cheyenne, Wyoming. The scope of this assessment is limited and defined based upon communication with the assigned architect/owner representative and cannot eliminate the uncertainty of additional suspect ACM in connection with the subject property.
It is possible that the scope of work failed to reveal the presence of suspect ACM where it is assumed or expected to exist, using mutually agreed-upon techniques. No guarantee is provided that suspect-ACM does not exist at this site. No warranty, expressed or implied, is made to the professional opinions presented in this report. If additional information becomes available, we request the opportunity to review the information and modify our opinions, if necessary.
Additional inspection services may be needed to help resolve these limitations and the following report does not qualify as a full asbestos survey report for the purpose of complete demolition of the subject building.
Total samples taken: 25

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification. June 5, 2019
Municipal Building 2101 O’Neil Avenue Cheyenne, WY
Dear Customer, On June 3, 2019 ATS performed an asbestos inspection of the above-mentioned project. The purpose of the survey is to identify asbestos containing material (ACM) using nondestructive sampling protocols.
Inspection, sampling and analytical procedures were performed in general accordance with the Environmental Protection Agency’s (EPA) interpretations, and guidelines of the Asbestos Hazardous Emergency Response Act (AHERA).
Asbestos containing materials as defined by the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency and the State of Wyoming are material with asbestos concentration greater than 1% (>1%) by volume.

Re: Municipal Building, 2101 O’Neil Avenue, Cheyenne, WY Flooring Abatement
Asbestos & Technical Services (ATS) has prepared the following proposal to perform asbestos abatement services for the Municipal Building located at 2101 O’Neil Avenue, Cheyenne, Wyoming.
Project Scope
The base scope of work includes the following:
2nd Floor- Hallway Sink Area:
- ATS will remove approximately 52 square feet of carpet, beige floor tile (1 layer) and asbestos mastic from this area.
2nd Floor- MPO/Suite 205:
- ATS will remove approximately 825 square feet of carpet from the reception area, filing room, storage closets, and two offices. Also, ATS will remove approximately 400 – 500 square feet of vinyl tile and asbestos mastic that is believed to be underneath carpeting throughout most of this suite
The asbestos mastic will be removed down to the concrete subfloor using a floor buffer machine. The carpet flooring, vinyl cove base and vinyl tile (single layer) will be detached and discarded in the waste stream.
All flooring will be removed up to the entryway/doorway transitions that lead into the hallway, edges of base cabinets/fixtures and edges of finished walls. ATS will not be responsible for removing drywall, wood sill plates or wall studs to access asbestos flooring that may be trapped underneath these materials.
Prior to this abatement project, the owner will be responsible for having all work areas cleared of contents, furniture, wall décor, window furnishings and discarded fixture items that block access to the asbestos flooring.
ATS will provide this abatement scope during normal working hours and normal working days. All flooring materials will be removed from within established containment structures. A final clearance sample will be collected and analyzed prior to turning these work areas over to the owner or GC.
Project Costs
The cost to complete the base scope includes:
Mobilization: $ 500.00 Carpet flooring removal & disposal $1350.00 VCT and ACM mastic abatement: $2,760.00 TEM Clearance Cassettes (2 cassettes): $ 500.00 Total: $4,950.00
Clarifications
The owner will provide adequate power and water needed to perform the abatement work listed above.
Other asbestos material locations or quantities, types of asbestos-containing materials, or removal and remediation of other types of hazardous materials are “unknown” and excluded from this proposal. ATS will need to attach poly sheeting on walls in order to build an effective containment. While every effort will be made to minimize paint damage when taking down the containment, it is not unusual for small patches of paint damage to occur. ATS has not made provision for spot, touch-up painting, if necessary, in its Base Scope proposal.
Thank you for considering ATS for this project.
