About this opportunity
The Ontario International Airport Authority (OIAA), a joint powers authority between the City of Ontario and San Bernardino County, California, is seeking a qualified Construction Manager at Risk (CMAR) firm to provide design collaboration, design assist, preconstruction, and construction services for the Terminal Restroom Modernization and Other Improvements Project at Ontario International Airport (ONT). The Program consists of three project categories: the Terminal Restroom Modernization Project (federally funded through FAA Airport Improvement Program and Airport Infrastructure Grant programs), which involves replacing and upgrading aging facilities and equipment in central public airside restrooms in Terminals 2 and 4 including widened ADA-compliant disabled access stalls, energy-efficient LED lighting, and water-efficient fixtures while maintaining existing fixture quantities and utilizing temporary restrooms during construction to preserve passenger service levels; the Terminal Hold-Room Enhancement Project (non-federally funded), which modernizes hold rooms in Terminals 2 and 4 with new seating arrangements, gate podiums, modernized electrical and data infrastructure, new carpet, overhead lighting, and integrated power outlets to improve passenger flow and experience; and Other Projects on an on-call basis. The CMAR agreement will be awarded for an initial three-year term with two optional one-year extensions, with compensation structured through task orders authorizing preconstruction and construction phases. Required qualifications include demonstrated CMAR experience on at least two airport terminal improvement projects of approximately $5 million each (or a combined program totaling $15 million) within the past ten years, a valid California Class A or B contractor's license, Department of Industrial Relations registration, surety confirmation of bonding capacity up to $50 million, and demonstrated expertise in occupied facility rehabilitation, multi-phased construction, federal compliance administration, and airport operations coordination. Proposers must submit separate cost proposals for the federally funded Restroom Modernization Project and the non-federally funded Hold-Room Enhancement Project, including preconstruction service fees and construction phase fee schedules, with the CMAR permitted to self-perform between 0 and 30 percent of work. A mandatory site visit (limited to one representative per firm) and pre-proposal meeting will be held, with proposals due electronically by May 20, 2026; a small business outreach event is scheduled for May 29, 2026, and interviews are scheduled for June 18-19, 2026. Evaluation criteria include technical qualifications, experience, cost proposals, and ability to meet contractual requirements.
The procurement includes federal requirements for all contractors and subcontractors participating in federally-funded work, including compliance with Davis-Bacon Act prevailing wage standards, Buy American preferences for iron, steel, and manufactured goods (unless FAA waivers have been issued), federal access to records and audit rights, occupational safety and health standards, and Disadvantaged Business Enterprise (DBE) participation goals established at 0 percent under interim final rule. Proposers must submit mandatory federal certifications including Buy American Compliance Form (FR-3), Suspension and Debarment Form (FR-10), Lobbying Certification (FR-16), Tax Delinquency and Felony Convictions Form (FR-21), and Trade Restriction Clause Form (FR-23), with failure to complete these forms resulting in bid rejection. Award is contingent upon execution of draft contract terms, provision of performance and payment bonds totaling 100 percent of annual contract amounts, acquisition of a City of Ontario business license, and completion of Security ID (SIDA) badge enrollment requirements. Proposers must submit a Bid/Proposal Bond equal to 10 percent of the aggregate bid amount or provide a certified or cashier's check in lieu of the bond. All work must comply with the OIAA's General Conditions and Division 1 Specifications, incorporate the OIAA's Project Management Information System (Unifier) as the sole platform for project controls and communications, and utilize Oracle Primavera P6 software for scheduling with Critical Path Method analysis. The estimated Program contract value is $25-$30 million during the initial three-year term and up to $50 million over the five-year contract term, though the Authority makes no representation regarding actual project awards.

The "Program" includes the following projects:
Restroom Modernization Project
Replace and upgrade aging facilities and equipment in the central public airside restrooms in Terminals 2 and 4 at ONT. Existing disabled access (ADA) stalls will be widened to comply with current ADA standards. Existing lighting, toilets, fixtures, and equipment will be removed and replaced with new energy-efficient LED lighting, water-efficient flush toilets, fixtures, and other equipment. The improvements will not change the existing number of stalls and fixtures in the restrooms. Prior to construction, temporary restrooms are to be constructed with approximately the same number of fixtures to ensure that the passenger level of service is maintained during construction.
Hold-room Enhancements Project
Modernize hold rooms in Terminals 2 and 4 at ONT. The existing seating will be removed and replaced with new seating, new gate podiums, modernized gate electrical and data infrastructure, new carpet, and new overhead lighting. The hold room seating and podium arrangements will be reorganized to improve passenger flow and line of sight to gates. New seats will be equipped with power outlets to improve passenger experience and level of service. Seating power will be plugged into new floor outlet infrastructure.
