About this file

This file is a proposal transmittal letter and technical proposal form template issued by the Ontario International Airport Authority (OIAA) for the Terminal Restroom Modernization & Other Improvements Project under a Construction Manager at Risk (CMAR) delivery method. The CMAR scope encompasses design collaboration, design assist, preconstruction, and construction services for multiple projects at Ontario International Airport (ONT), including a federally funded Terminal Restroom Modernization Project and non-federally funded Hold-Room Enhancement and Other Projects. The restroom modernization project involves replacing and upgrading aging facilities and equipment in central public airside restrooms in Terminals 2 and 4, including widened ADA-compliant disabled access stalls, new energy-efficient LED lighting, water-efficient flush toilets, and modernized fixtures and equipment while maintaining the existing number of stalls. The hold-room enhancements project modernizes hold rooms in Terminals 2 and 4 through removal and replacement of existing seating with new seating arrangements, gate podiums, modernized electrical and data infrastructure, new carpet, overhead lighting, and power outlets to improve passenger flow and experience. Proposers must acknowledge receipt and consideration of all addenda, submit proposals in accordance with RFP requirements, and confirm their willingness to participate in interviews, presentations, and clarification meetings as requested by OIAA.

The transmittal letter serves as the cover document for proposal submission and requires proposers to certify under penalty of perjury that all information contained in the proposal is true and correct. Proposers must provide their legal business name, authorized signatory, title, business address, phone number, and email address. The OIAA retains the right to waive informalities, reject any or all proposals, and reissue the RFP if deemed in the best interest of the owner. The program includes both federally funded components, specifically the Terminal Restroom Modernization Project, and non-federally funded components, including the Hold-Room Enhancement Project and other projects. Prior to construction of the restroom modernization project, temporary restrooms with approximately the same number of fixtures must be constructed to maintain passenger level of service during the construction period.
