About this file
This is a Federal Requirements Bid Forms document for the Ontario International Airport Authority (OIAA), a joint powers authority between the City of Ontario and San Bernardino County, California, establishing mandatory federal certification requirements for contractors and subcontractors participating in the Terminal Restroom Modernization and Other Improvements Project. The project consists of three components: the federally funded Terminal Restroom Modernization Project involving replacement and upgrade of aging facilities in Terminals 2 and 4 with ADA-compliant improvements, energy-efficient fixtures, and temporary restrooms to maintain passenger service levels during construction; the non-federally funded Terminal Hold-Room Enhancement Project modernizing hold rooms with new seating, gate podiums, electrical infrastructure, carpet, and overhead lighting; and other on-call projects. The CMAR agreement will be awarded for an initial three-year term with two optional one-year extensions. A mandatory site visit and pre-proposal meeting will be held, with proposals due electronically by May 20, 2026, small business outreach scheduled for May 29, 2026, and interviews scheduled for June 18-19, 2026. The estimated Program contract value is $25-$30 million during the initial three-year term and up to $50 million over the five-year contract term.
All proposers must submit five mandatory federal certification forms with their bids: the Buy American Compliance Form (FR-3) certifying compliance with 49 U.S.C. § 50101 regarding domestic content for iron, steel, and manufactured products; the Suspension and Debarment Certification (FR-10) confirming neither the proposer nor its principals are debarred or suspended from federal contracting; the Lobbying Certification (FR-16) affirming no federal appropriated funds have been or will be used for lobbying activities; the Tax Delinquency and Felony Convictions Certification (FR-21) confirming the applicant has no unpaid federal tax liabilities or criminal convictions within the preceding 24 months; and the Trade Restriction Clause Certification (FR-23) certifying the contractor is not owned or controlled by foreign nationals from countries discriminating against U.S. firms and has not procured products from restricted countries. Failure to complete and submit these required federal certification forms with the proposal will result in the bid being found non-responsive and rejected. The federally funded Terminal Restroom Modernization Project requires compliance with Davis-Bacon Act prevailing wage standards, Buy American preferences unless FAA waivers are issued, federal access to records and audit rights, occupational safety and health standards, and Disadvantaged Business Enterprise participation goals. Award is contingent upon execution of draft contract terms, provision of performance and payment bonds totaling 100 percent of annual contract amounts, acquisition of a City of Ontario business license, SIDA badge enrollment, and submission of a Bid/Proposal Bond equal to 10 percent of the aggregate bid amount.
