About this file

This is a Proposal Transmittal Letter and Technical Proposal Form for the Ontario International Airport Authority (OIAA), a joint powers authority between the City of Ontario and San Bernardino County, California, seeking a Construction Manager at Risk (CMAR) firm for the Terminal Restroom Modernization and Other Improvements Project at Ontario International Airport (ONT). The CMAR services encompass design collaboration, design assist, preconstruction, and construction activities for three project categories: the Terminal Restroom Modernization Project (federally funded through FAA programs) involving replacement and upgrade of aging facilities in central public airside restrooms in Terminals 2 and 4 with widened ADA-compliant stalls, energy-efficient LED lighting, and water-efficient fixtures; the Terminal Hold-Room Enhancement Project (non-federally funded) modernizing hold rooms with new seating, gate podiums, electrical infrastructure, carpet, and lighting; and other projects on an on-call basis. The contract will be awarded for an initial three-year term with two optional one-year extensions. Proposals are due electronically by May 20, 2026, with a mandatory site visit and pre-proposal meeting required, and interviews scheduled for June 18-19, 2026.

Qualified proposers must demonstrate CMAR experience on at least two airport terminal improvement projects of approximately $5 million each (or combined program of $15 million) within the past ten years, possess a valid California Class A or B contractor's license, maintain Department of Industrial Relations registration, provide surety confirmation of bonding capacity up to $50 million, and demonstrate expertise in occupied facility rehabilitation and federal compliance. The estimated Program contract value is $25–$30 million during the initial three-year term and up to $50 million over the five-year contract term. Proposers must submit separate cost proposals for the federally funded Restroom Modernization Project and non-federally funded Hold-Room Enhancement Project, with the CMAR permitted to self-perform between 0 and 30 percent of work. A Bid/Proposal Bond equal to 10 percent of the aggregate bid amount is required. All federally funded work must comply with Davis-Bacon Act prevailing wage standards, Buy American preferences, and Disadvantaged Business Enterprise (DBE) participation goals; mandatory federal certifications including the Buy American Compliance Form (FR-3), Suspension and Debarment Form (FR-10), Lobbying Certification (FR-16), Tax Delinquency and Felony Convictions Form (FR-21), and Trade Restriction Clause Form (FR-23) must be submitted, with failure to complete resulting in bid rejection.
