Summary of CMAR Terminal Restroom Modernization and Other Improvements Project Specifications
This is a Division 1 Specifications document issued by the Ontario International Airport Authority (OIAA), a joint powers authority of the City of Ontario and San Bernardino County, California, for the Construction Manager at Risk (CMAR) Terminal Restroom Modernization and Other Improvements Project at Ontario International Airport (ONT). The project encompasses three primary components: the Terminal Restroom Modernization Project, involving replacement and upgrade of aging facilities and equipment in central public airside restrooms in Terminals 2 and 4 with widened ADA-compliant stalls, energy-efficient LED lighting, and water-efficient fixtures while maintaining existing fixture quantities and constructing temporary restrooms to preserve passenger service levels; the Hold-Room Enhancement Projects, modernizing hold rooms in Terminals 2 and 4 with new seating arrangements, gate podiums, modernized electrical and data infrastructure, new carpet, overhead lighting, and integrated power outlets; and Other Projects on an on-call basis including potential paging systems replacement, CUTE/CUPs, concession and office space build-outs, and other terminal improvements. The CMAR shall provide complete preconstruction phase and construction phase services, working within an active 24-hour, 365-day-per-year airport terminal environment while maintaining passenger level of service, ADA accessibility, life-safety systems, and required egress paths. The contract will be awarded for an initial three-year term with two optional one-year extensions, with work authorized through individual Task Orders employing Guaranteed Maximum Price (GMP) structures for both preconstruction and construction phases.
The estimated program contract value ranges from $25 to $30 million during the initial three-year term and up to $50 million over the full five-year contract term, though OIAA makes no representation regarding actual project awards. The Terminal Restroom Modernization Project is federally funded through FAA Airport Improvement Program and Airport Infrastructure Grant programs, requiring compliance with Davis-Bacon Act prevailing wage standards, Buy American preferences, federal access to records and audit rights, and other federal requirements; the Hold-Room Enhancement Project and Other Projects are non-federally funded. The CMAR must comply with California prevailing wage laws (California Labor Code Section 1720 et seq.) and project labor agreement requirements, maintain open-book cost development for federal compliance, utilize OIAA's Project Management Information System (Unifier) as the sole platform for project controls and communications, and employ Oracle Primavera P6 software for Critical Path Method scheduling. Proposers must submit separate cost proposals for the federally funded Restroom Modernization Project and non-federally funded Hold-Room Enhancement Project, including preconstruction service fees and construction phase fee schedules, with the CMAR permitted to self-perform between 0 and 30 percent of work. Mandatory federal certifications required include Buy American Compliance Form (FR-3), Suspension and Debarment Form (FR-10), Lobbying Certification (FR-16), Tax Delinquency and Felony Convictions Form (FR-21), and Trade Restriction Clause Form (FR-23); failure to complete these forms results in bid rejection. Award is contingent upon execution of draft contract terms, provision of performance and payment bonds totaling 100 percent of annual contract amounts, acquisition of a City of Ontario business license, and completion of Security ID (SIDA) badge enrollment requirements.

PART 1 - GENERAL
1.1 Summary and Description
The Construction Manager at Risk (CMAR) shall provide complete Preconstruction Phase and Construction Phase services, including furnishing all labor, materials, supervision, tools, equipment, services, and incidentals necessary for the complete and finished performance of the Work in accordance with the Contract Documents.
The CMAR shall perform the Work consistent with the Ontario International Airport Authority (OIAA) requirements, the contract documents, applicable FAA requirements, and all Federal, State, and local regulations.
Work under this Contract will be authorized on a Task Order basis and may include one or more Guaranteed Maximum Prices (GMPs). The CMAR shall support open-book cost development and Federal cost compliance where applicable.
The CMAR acknowledges that the Work will occur within an active, occupied terminal environment operating 24 hours per day, 365 days per year, and shall plan and execute the Work to minimize impacts to Airport operations, tenants, and the traveling public.
The CMAR shall utilize OIAA’s Project Management Information System (PMIS), Unifier, as the sole platform for project controls, cost management, document control, and formal project communications.
1.2 Project Description
The Ontario International Airport Authority (OIAA) is implementing the Terminal Restroom Modernization and Other Improvements Project (“The Project”).
The Project generally consists of renovation and modernization of existing passenger facilities within an active terminal environment and includes, but is not limited to, the following:
1.2.1 Restroom Modernization Project
Replace and upgrade aging facilities and equipment in the central public airside restrooms in Terminals 2 and 4 at ONT. Existing ADA stalls will be widened to comply with current ADA standards.
Existing lighting, toilets, fixtures, and equipment will be removed and replaced with new energy-eƯicient LED lighting, water-eƯicient flush toilets, fixtures, and other equipment.
The improvements will not change the existing number of stalls and fixtures in the restrooms. Prior to construction, a temporary bank of restrooms will be constructed with approximately the same number of fixtures to ensure that the passenger level of service is maintained during construction.
1.2.2 Hold-Room Enhancement Projects
Modernize hold rooms in Terminals 2 and 4 at ONT. The existing seating will be removed and replaced with new bench seating, new gate counters, modernized gate electrical infrastructure, new carpet, and new overhead lighting. The hold room seating and podium arrangements will be reorganized to improve passenger flow and line of sight to gates. New seats will be equipped with embedded power outlets to improve passenger experience and level of service.
Division 1 Specifications Page 2 of 138 001100 - 017900 March 2026
1.2.3 Other Projects
OIAA has identified the potential to add other future adjacent and/or similar improvement projects on an on- call basis. To assist Proposers in their submittal of this RFP, see below for a representative sample of the types of potential future projects. This list is not to be considered all inclusive. OIAA is not guaranteeing that any of the potential future projects will be approved.
I. Other Improvement Projects
a) Paging Systems Replacement
b) CUTE/CUPs
c) Concession & OƯice Space Build Out
d) Other Terminal Improvement Projects
Work on the Program will be executed within an active airport and terminal environment and is intended to support the Authority’s ongoing terminal improvement and passenger experience initiatives.
