1.3. Coordination and Phasing
The Airport operates 24 hours a day, 365 days a year, which requires construction to be performed in a manner to minimize impacts to daily operations. The Program will require the CMAR to be knowledgeable in minimizing downtime of operating utilities and planning/phasing/staging the work to limit impact to airport operations and maintain a safe passenger experience in and around the facility during the performance of all construction activities. The selected CMAR shall:
• Coordinate the work for this project with the Authority’s other on-going projects.
• Be responsible for all planning, execution, and means and methods related to the Project phasing in accordance with the requirements of the Contract Documents.
• Phasing shall be developed and executed in a manner that does not interrupt airport operations and or continuity of facility services except as specifically agreed to by the Authority.
• Be responsible for identifying and tracing existing systems and incorporating this information into the Project’s phasing to ensure continuity of service, without any unscheduled interruptions to existing systems or services, during the Project’s execution.
• Perform all other coordination, planning and phasing activities for the Project required by the
Contract Documents.
• Coordinate with Authority Airport Construction Manager (ACM), Executive Project Manager
(EPM), and Project Management/Construction management (PM/CM) groups.
• Coordinate with Authority stakeholders.
1.4. Phasing Restrictions
• CMAR to expect remote job site trailers, storage, and laydown areas due to limited availability of space immediately adjacent to the Departures and Arrivals Terminal.
• Nightwork to be assumed for improvements to hold rooms shall be phased to maintain adequate operations during construction.
• Individual project phasing restrictions will be coordinated and defined during pre-construction services and prior to design completion.
Work is to be authorized by Authority on an as needed basis in the form of a Task Order and the task-order is for defined phases or scopes within the Program and/or Project. Each task order may include pre-construction services, construction services, or both, as determined by Authority. Pricing for construction services will be established through open-book cost development and multiple
CGMPs/GMPs, which may be issued incrementally for defined phases, work packages, or scopes of the
Program and/or Project, consistent with the CMAR delivery method and the terms of the contract. Task orders for CGMPs/GMPs are generally intended to be issued as a lump sum but also will include allowances and/or reserves for defined uses. Unused portions of the allowances and/or reserves are to be returned to OIAA. For any Task Order funded in whole or in part with Federal funds, the CMAR shall comply with all applicable Federal contract requirements, including but not limited to FAA grant assurances, Buy America requirements, Davis-Bacon Act labor standards, Disadvantaged Business
Enterprise (DBE) requirements, and all other applicable Federal provisions.
Request For Proposal #2026-RFP-080 - Construction Management At Risk (CMAR) Terminal Restroom Modernization and Other Improvements Project 4
1.5. Program/Project Cost Estimates
The Authority is unable to provide a fixed estimate for the cost of work for the proposed Projects that may be authorized in this Program. Based on projections for known improvement needs, the Authority is estimating a potential Program contract value up to $25 - $30 million during the initial three-year
Term and $50 million not-to-exceed over the five-year Term.
This projected estimate is given strictly as a convenience to the Proposers. The Authority makes no representation or warranty whatsoever regarding the accuracy of the estimate and is not obligated to award any particular volume of Projects or any Projects at all during the Term of the Agreement.
1.6. On-Call Program Delivery
The Program consists of multiple restroom modernization projects and hold room enhancement projects within the existing terminal complex. Other future improvement projects may be added as separate phases, subject to funding and other approvals. The CMAR must provide Pre-Construction and
Construction services for each Project authorized under this Program. Each Project under this
Agreement will be authorized using task orders.
The Work authorized for each Project will include both Pre-Construction Phase and Construction Phase
Services, as will be further specified in the Contract Documents and in each Task Order. The
Construction Phase payment to the CMAR will be based on a Construction Phase CGMP/GMP developed during the Pre-Construction Phase. The Work will vary depending on the nature and needs for each authorized Project. The CMAR will be responsible for procuring and coordinating the work of all trades required for each Project to ensure cost-effective, on-time completion of each Project.
Except as may be specifically authorized by a Task Order, the CMAR may self-perform at a minimum 0% of the Work and no more than 30% of the work.
The following is a general summary of the Task Order process:
• Pre-Construction Phase. Upon request by the Authority, the CMAR will develop and submit a proposal for Pre-Construction Phase services for a Project, consistent with the Contract
Documents and the Project needs and objectives identified by Authority staff.
• Pre-Construction Phase Proposal. The CMAR will work collaboratively with Authority staff responsible for the Project to further refine the Pre-Construction Phase proposal prior to seeking approval from the Authority. The proposal must address the scope of services, schedule for performance, cost, and liquidated damages for unexcused delay in delivery of the Pre-
Construction Phase services.
• Pre-Construction Phase Approval. Subject to Authority approval and any applicable conditions to such approval, Authority may then elect to issue: (1) a Task Order for the Pre-Construction
Phase of the Project based on the proposal, and a (2) Notice to Proceed for Pre-Construction
Services for the Project.
• CGMP/GMP. Conclusion of the Pre-Construction Phase services depend on Authority’s acceptance of the Construction Phase CGMP/GMP.
• Construction Phase. The Authority will issue a separate Task Order for the Construction Phase services for a Project, which may incorporate or reference any and all documents applicable to
Request For Proposal #2026-RFP-080 - Construction Management At Risk (CMAR) Terminal Restroom Modernization and Other Improvements Project 5 the Pre-Construction Phase and Construction Phase for the Project, including, but not limited to, Authority-approved Plans and Specifications for the Project, and which will also specify the scope of services, schedule for performance, Construction Phase CGMP/GMP, and liquidated damages for unexcused delay in delivery of the Construction Phase services.
1.7. Background
ONT is one of the fastest-growing airports in the United States. This continued growth, combined with the need to maintain uninterrupted terminal operations, requires a delivery approach that emphasizes early coordination, constructability input, and careful phasing to support both passenger experience and operational continuity.
The Program will modernize key passenger facilities while work is performed within an active, occupied airport and terminal environment. The Program will require close collaboration between the Authority, its design consultant(s), and the CMAR to develop efficient phasing strategies, manage operational constraints, and mitigate impacts to passengers, tenants, and airport operations.
Through the CMAR delivery method, the Authority seeks to engage a qualified construction partner early in the design process to provide pre-construction services, including cost estimating, constructability reviews, scheduling, logistics planning, and risk identification. This collaborative approach supports informed decision-making, cost certainty through the establishment of one or more
CGMPs/GMPs, and successful execution of construction activities.
The CMAR will be expected to manage a range of work activities associated with the Program, including coordination with specialty subcontractors as necessary to address site-specific and operational requirements.
1.8. Agency Background
