Summary of OIAA General Conditions Document

This document constitutes the General Conditions for construction contracts issued by the Ontario International Airport Authority (OIAA), a California public agency. The General Conditions establish the comprehensive framework governing all aspects of construction project execution, including contractor responsibilities, payment procedures, scheduling requirements, change management processes, and dispute resolution mechanisms. The conditions apply to all construction work performed at Ontario International Airport and establish requirements for contractor qualifications, insurance, bonding, safety compliance, workforce management, and coordination with airport operations and other contractors. Key personnel requirements mandate the continuous on-site presence of a qualified superintendent and designated contractor representative fluent in English, with OIAA retaining approval authority over personnel assignments and the right to remove individuals deemed incompetent or unsuitable.

The pricing framework establishes compensation methods including cost-reimbursable, lump sum, and unit price arrangements, with five percent retention held on all progress payments until final acceptance. The document mandates prevailing wage compliance in accordance with California Labor Code requirements and establishes liquidated damages provisions for failure to meet contract milestones. Contractors must maintain comprehensive project schedules using critical path method analysis, submit detailed applications for payment with supporting documentation, and comply with extensive record-keeping and audit requirements. The General Conditions incorporate by reference applicable federal regulations including OSHA and FAA requirements, establish OIAA's authority to suspend or terminate work, and require contractors to defend and indemnify OIAA against claims, damages, and liability arising from contractor performance. Change orders constitute the sole mechanism for contract modifications, with comprehensive documentation and time-of-submission requirements that constitute conditions precedent to claims for additional compensation or time extensions.
