About this opportunity

The City of San Angelo Fleet Services Department is requesting competitive sealed bids for construction equipment through Request for Bids FS-02-26, posted April 30, 2026, with bids due by May 21, 2026, via the City's e-Procurement Platform (Bonfire). The procurement encompasses multiple pieces of heavy equipment including a wheel loader, backhoe-loader, mini-excavator, excavator, skid steer loader, compact track loader, and ride-on compactor, with all quantities specified in bid tables noted as approximate. Each equipment item must be new, unused, current-year model units delivered to 1727 Saint Ann Street, San Angelo, Texas 76905, and must arrive complete and functional with all standard features, manufacturer documentation including statements of origin and operator's manuals, and Texas title application materials. Equipment specifications include detailed engineering requirements across engine performance (ranging from 24 to 157 horsepower depending on equipment type), drive systems, hydraulic capabilities, safety features including ROPS/FOPS certification and backup alarms, and optional attachments and extended warranties up to seven years or 4,000 hours. All equipment must include factory-installed equipment data monitoring capability with online accessibility for real-time tracking, maintenance schedules, GPS location, and fuel usage, with six-year subscriptions preferably included in the purchase price. Prospective vendors may inspect trade-in equipment on May 14-15, 2026 at 1956 Saint Ann Street, with all equipment except backhoes available on the 14th and backhoes available on the 15th from approximately 8 a.m. to 5 p.m. The City intends to award contracts to multiple bidders, with pricing firm for an initial three-month term and quoted on an F.O.B. destination basis to San Angelo, Texas, including all packaging, transportation, unloading, and applicable discounts. The contract will be effective for one year from the bid award date by City Council, with price escalation requests limited to a maximum of 10 percent per model year increase with 60 days' notice and supporting documentation.

All vendors must be Equal Opportunity Employers, and disadvantaged and minority vendors are encouraged to participate in this procurement. Non-resident vendors whose principal place of business is located outside Texas must complete reciprocity compliance documentation in accordance with Texas Government Code 2252.002, unless federal funds are involved, in which case the reciprocity requirement does not apply. Local preference consideration may apply under Texas Local Government Code Section 271.9051 if bidders' principal places of business are located within San Angelo city limits, allowing local bidders falling within five percent of the lowest non-local bid price (or three percent for contracts over $500,000) to receive preference consideration; however, local preference does not apply to construction projects exceeding $100,000, which may affect the applicability of this contract. All bidders must comply with extensive insurance and bonding requirements including Commercial General Liability at $1,000,000 per occurrence, Business Auto Liability at $1,000,000, Workers Compensation and Employer's Liability at $500,000, Professional Liability at $2,000,000, Environmental/Pollution Liability at $2,000,000, Cyber Liability at $2,000,000, and Builder's Risk at $2,000,000, with the City named as additional insured; performance bonds are required for contracts exceeding $100,000 and payment bonds for contracts exceeding $50,000. Vendors must submit numerous compliance certifications including debarment and suspension certification, conflict of interest questionnaire within seven business days of beginning discussions, certification for federally funded projects regarding lobbying restrictions, prohibited contracts verification regarding foreign terrorist organizations and boycotts, and local preference application if applicable. While no specific budget or award value is disclosed in the solicitation documents, the equipment may be financed through a third party at the City's discretion, and the City reserves the right to accept or reject any or all bids, award to multiple bidders, waive informalities, increase or decrease quantities, and extend deadlines.
