About this opportunity
The City of Orlando's Procurement and Contracts Division has issued Request for Qualification Statements (RQS26-0340) seeking qualified consultants to provide Construction Engineering and Inspection (CEI) services for three water reclamation facility improvement projects at Water Conserv II WRF. Respondents must be registered in the State of Florida to provide professional engineering services pursuant to Section 471.023 of the Florida Statutes. The three projects comprise: (1) Equalization Pump Station Improvements with an estimated Notice to Proceed in May 2026 and 24-month contract duration involving demolition and replacement of existing equipment, installation of five new dry-pit submersible pumps with variable frequency drives, and replacement of discharge piping and valve systems; (2) BNR System Blower Improvements with estimated NTP in July 2026 and 18-month contract duration involving demolition of five existing blowers and installation of five new blowers with updated process air piping, roofing replacement, and associated mechanical and electrical improvements; and (3) Compressed Air (Big Bubble) Mixing System Improvements with estimated NTP in July 2026 and 18-month contract duration for upgrading the mixing system at the facility. CEI personnel must possess minimum qualifications including a Civil or Environmental Engineering degree and Florida PE licensure for the senior project engineer, plus ten years of wastewater treatment plant construction experience for inspectors. The non-mandatory pre-conference meeting is scheduled for March 25, 2026, at 10:00 a.m. at Orlando City Hall. Questions must be submitted by April 3, 2026, at 5:00 p.m., and qualification statements are due April 16, 2026, at 2:00 p.m. via the City's e-Procurement Portal, with the qualification statement opening conducted virtually on the same date at 2:00 p.m. Compensation will be negotiated based on direct labor costs, indirect labor costs, and profit, with a maximum salary multiplier rate of 3.00 without Chief Financial Officer approval.
The City has adopted a Veterans Business Enterprise preference program and encourages consultants to utilize certified VBE firms as sub-consultants. All respondents must be business organizations filed with and registered in the State of Florida and must comply with living wage requirements of $15.00 per hour minimum for employees providing services on contracts exceeding $100,000 annually. Respondents must certify compliance with Florida's prohibitions on contracting with scrutinized companies, human trafficking prohibitions, and foreign country of concern attestations. All assigned personnel require prior written approval from the City's Project Manager, and the City reserves the right to require personnel replacements for inadequate performance. The City will conduct truth-in-negotiations certification prior to final compensation agreement. The initial contract term will be either 20 or 26 months depending on the project, comprising the construction period plus a two-month close-out phase. While specific award values or budget ranges are not provided in the procurement documents, compensation structures are tied to direct and indirect labor costs and profit margins subject to negotiation and CFO approval thresholds.
