The West Virginia Department of Administration Purchasing Division is requesting quotes on comprehensive renovations to the Sergeant Major's Cottage at Camp Dawson Army Training Site in Kingwood via CRFQ ADJ27_18, with bids due September 9, 2026 at 1:30 p.m. EST. The mandatory pre-bid meeting was held August 26, 2026; vendor technical questions were due September 2, 2026 at 11:00 a.m. EST, and Addendum No. 1 issued September 4, 2026 addressed clarifications on ceiling fans, fire alarm devices, foamed-in-place insulation specifications, door hardware, and high-volume low-speed fan requirements.
Bidders must hold a valid West Virginia contractor's license and demonstrate completion of at least five previously similar projects. The scope encompasses full interior and exterior renovation of a 2,759-square-foot single-story residential building (R-3 occupancy, 7 bedrooms accommodating 14 occupants) including selective demolition, new mechanical and plumbing systems, exterior envelope improvements with fiber cement siding and adhered stone veneer, interior finishes, life safety systems (automatic sprinkler protection, fire alarm, smoke detection), electrical, communications, and site work. All work must comply with the 2018 International Building Code, West Virginia Fire Code, NFPA standards, and ASHRAE 90.1-2013 energy code requirements (minimum roof R-38, wall R-13 + R-7.5 continuous, floor R-30). The project includes a base bid for full renovations and Alternate No. 1 for crawlspace access door and concrete porch slab. Bids are on a lump-sum basis.
The contract is a one-time purchase with term extending from notice to proceed until project completion. Bidders must provide a bid bond equal to 5% of total bid amount, performance bond, and payment bond each equal to 100% of contract value. The contract is contingent upon receipt of federal funding. Liquidated damages are $1,500 per day of delay plus $1,250 one-time fixed cost for Staff Judge Advocate review if work is not completed by the contract completion date. Contractors must comply with West Virginia's 75% local labor market hiring requirement. Bid pricing must remain firm for 60 days from bid opening. David H.
