About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Army National Guard Adjutant General's Office, is requesting quotes for removal and replacement of approximately 2,600 linear feet of perimeter security fencing at Camp Dawson Army Training Site near Kingwood, with bids due August 11, 2026 at 1:30 p.m. EST (Addendum No. 1 modified the original August 5 deadline). A mandatory pre-bid meeting was held July 22, 2026; vendor technical questions were due July 29.

Contractors must demolish the existing fence and install a new Type FE6 chain-link security fence meeting Anti-Terrorism Force Protection (ATFP) standards and Department of Defense specifications, including three high-tensile cables running the full fence length, vehicle and pedestrian gates, and all associated hardware. The scope encompasses site preparation, utility location and marking, excavation for fence posts and gate foundations, temporary erosion and sediment control, restoration of disturbed areas, and daily cleanup. Contractors must comply with UFC 4-022-03 standards and maintain 100 percent secured perimeter and crash-cabling capability throughout construction; temporary security measures must meet military physical security standards (UFC 4-022-03 and AR 190-11) with minimum height of 7 to 8 feet. A one-year warranty on all parts, labor, and materials is required.

Contractors must hold a valid West Virginia contractor's license, possess a minimum of five years of experience, and have completed at least five similar security fencing projects. All contractor and subcontractor employees must pass background checks and personal identity verification per FAR clause 52.204-9 (NCIC-III and Terrorist Screening Database adjudication).

Bids must be submitted as firm, fixed total cost with no price adjustments. A bid bond of 5 percent of total bid amount is required; the apparent successful bidder must provide performance and labor/material payment bonds each equal to 100 percent of contract value. Liquidated damages are $1,500 per day of delay plus $1,250 fixed cost for Staff Judge Advocate review. Vendors must honor pricing for 90 days from bid opening. The project is contingent upon federal funding. Contract award is anticipated a few weeks after bid opening.
