About this file

This is Addendum No. 1 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Army National Guard for construction services at Camp Dawson Army Training Site in Kingwood, West Virginia. The solicitation seeks labor, materials, and associated costs to replace the North Perimeter fence at the facility per attached specifications. A mandatory pre-bid meeting was held on July 22, 2026, at 3:00 p.m. EST, and vendor technical questions were due by July 29, 2026, at 11:00 a.m. EST. This addendum modifies the original bid opening date and time to August 11, 2026, at 1:30 p.m. EST. The addendum includes pre-bid meeting sign-in sheets, responses to eleven vendor questions, and detailed drawings for cable barrier components. Bids should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305.

The addendum addresses critical specifications and clarifications through vendor question responses, confirming that the entire fence system including crash cables, cable terminations, bollards, and deadman footings will be removed and replaced, with top tension wire and bottom rail required. Razor wire is not required, and the gate at the north end will not be replaced. Contractors must maintain a 100 percent secured perimeter throughout construction and preserve crash cabling capability to protect against hostile vehicle attacks. Temporary security measures must meet military physical security standards (UFC 4-022-03 and AR 190-11) with a minimum height of 7 to 8 feet, including provisions such as temporary concrete barriers or other approved vehicle barriers. Water is available on-site for contractor use with coordination through the Agency Project Manager. Contract award is anticipated a few weeks after bid opening with schedule adjustments for potential weather delays as needed.

RE: Construction - Camp Dawson-North Perimeter Fence Replacement West Virginia Army National Guard Camp Dawson Army Training Site, Kingwood, WV

TO: Prospective Bidders

FROM: West Virginia Army National Guard

NOTE: This Addendum forms a part of the Contract Documents and modifies the original

Bidding Documents.

PART 1 – INFORMATION FOR BIDDERS

Bid opening date is moved to August 11, 2026 @ 1:30 pm EST

PART 2 – BIDDERS’ QUESTIONS AND RESPONSES

Question No. 1: Is there water available on site that we can use to mix our concrete with?

Can we use it?

Response No. 1: Yes, there is water available for use by contractors during this project.

Just coordinate with the Agency Project Manager.

Question No. 2: All ballard’s get removed and replaced?

Response No. 2: Yes.

Question No. 3: All concrete columns and turnbuckles get removed and replaced?

Response No. 3: Yes.

Question No. 4: Is any razor wire required?

Response No. 4: No.

Question No. 5: Is the entire fence system to be replaced including crash cables, cable terminations, bollards, and deadman footings?

Response No. 5: Yes.

Question No. 6: Is the gate at the North end of the facility to be replaced?

Response No. 6: No.

Question No. 7: Is the fence to get top and bottom tension wire or top tension wire and bottom rail?

Response No. 7: Top tension wire and bottom rail.

Question No. 8: Where can we find specifications on the cable barrier components?

Response No. 8: Please see drawing details attached to this Addendum for reference.

Question No. 9: What is the anticipated start date and will winter weather be factored into this start date?

Response No. 9: We anticipate awarding a contract a few weeks after bid opening and issuing a notice to proceed as soon as possible after that. We will work with the low bidder and adjust the schedule for potential weather delays as needed.

Question No. 10: It was directed that the facility cannot be unsecured during construction.

Can traditional 6’ tall fence panels be used for temporary security purposes? If not, what level of security must be maintained for the temporary security fence? Will a temporary 8’ tall fence plus barb wire, need to be constructed adjacent to the fence to be replaced to maintain security standards, and if so, will the fence need to meet the requirements of the permanent fence?

Response No. 10: Part 1, No, standard 6-foot temporary fence panels cannot be used to secure the perimeter of a military installation during construction. Military physical security standards (UFC 4-022-03 and AR 190-11) mandate that a minimum height of 7 or 8 feet (excluding outriggers) must be maintained. Part 2, Contractors are contractually and legally bound to maintain a 100% secured perimeter at all times during construction .

The temporary barrier must provide equivalent penetration resistance to the permanent fence being replaced . If a temporary fence is built adjacent to the construction zone, it must meet the same baseline standards (e.g., proper fabric gauge, post spacing, and anchoring to prevent lifting). Part 3, Yes, unless a compensatory physical security measure is approved by the Garrison Commander. An 8-foot temporary chain-link fence with a 3-strand barbed wire outrigger (top guard) is the safest default choice to match standard military perimeter specifications and ensure no "gap" in security exists during the teardown of the old fence. Under AR 190-11, the bottom of the temporary fence must also remain within 2 inches of firm ground to prevent crawl-under breaches.

Question No. 11: Does the crash cabling need to be maintained during construction or just the fence? If crash cabling is required to be maintained, please advise means and methods?

Response No. 11: Yes, If the existing perimeter fence has crash cabling (anti-ram vehicle barriers) to protect against Hostile Vehicle Attacks (HVA), that protective capability cannot simply be removed during construction without a mitigation plan. Leaving only a standard chain-link fence leaves the installation vulnerable to vehicular penetration. Means and Methods for Maintaining Crash Security, if the permanent crash-cabled fence is decommissioned during the swap, contractor must implement temporary vehicle barriers options are as follows: Option 1, Temporary Concrete Barriers (Jersey Barriers/ F-Shape)- the most common and highly approved method under UFGS 01 50 00 and UFC 4-022-02 is to place interlocking, temporary concrete barriers adjacent to the construction zone. Option 2, MASH-Tested Temporary Barriers, using pinned or anchored temporary concrete barriers without a permanent foundation. Option 3, Water-Filled Barriers, this is an option, but this method MUST be approved by the Base Physical Security Officer to verify if they meet the required crash rating for the local threat level.
