About this opportunity

The City of Long Beach is awarding a contract for connecting vulnerable populations to city services under RFP HR-25-654, with the Notice of Intent to Award issued on October 28, 2025, following a September 29, 2025 proposal deadline.

The City intends to award to Embers and Oak Storyworks of Long Beach, California, which scored 72% in initial evaluation and 54% after Demo Day presentation and interviews on November 15, 2025. Two other finalists—FUZE Technology (Los Angeles, CA) scoring 43% and T-Mobile USA, Inc. (Bellevue, WA) scoring 34%—were also invited to Demo Day. Embers and Oak Storyworks was selected based on demonstrated understanding of the challenge, experience working with vulnerable populations, municipal collaboration history, long-term benefit potential, and cost reasonableness.

The RFP seeks innovative solutions to improve service discovery, access, and engagement for residents and visitors—particularly vulnerable populations—by overcoming barriers related to awareness, access, and digital equity. Solutions may include public charging stations, automatic text lines, expanded Wi-Fi, offline access tools, city service system integration, or digital intake tools. The scope requires staff plans, workplan timelines with key milestones, data and reporting systems, training and support, risk mitigation strategies, and proof-of-concept demonstration.

The initial contract award is $75,000 for a 12-month term, with option to renew for four additional one-year periods up to five years total, contingent on performance and mutual agreement. Three finalists also receive $3,500 honorariums. Evaluation used five equally weighted criteria (20% each): qualifications, feasibility, impact, originality, and understanding of the challenge. Local businesses maintaining principal place of business in Long Beach with current business license received five extra credit percentage points. If the City sustains or scales the contract beyond the initial 12-month period exceeding $100,000, the Long Beach Equal Benefits Ordinance applies, requiring equal benefits for employees with spouses and domestic partners. Purchase Order issuance is anticipated February 2026; work shall not commence without signed Purchase Order.
