About this file
This document is the Local Preference Program provision from the City of Long Beach, detailing the city's preference criteria for awarding contracts to local businesses. The provision establishes a framework for evaluating bidders based on their location and operational status within the city limits. All local businesses that meet the specified criteria receive five extra credit percentage points in contract evaluations. An additional five percentage points are awarded to local businesses that operate from a brick and mortar location, meaning a non-residential, commercial fixed location within the city. To qualify as a local business, a company must maintain its principal place of business at a fixed location within the City of Long Beach and possess a current City of Long Beach business license and sellers permit, if applicable.
To claim the local preference, businesses must request the preference in Attachment C and provide supporting documentation. Required documents include a current, valid business license from the City of Long Beach showing a place of business within city limits and a current, valid seller's permit (sales tax permit) showing a place of business within city limits, if applicable. Bidders must explicitly certify their eligibility by selecting "yes" or "no" and are required to provide their business license number, seller's permit number if applicable, and the address associated with their business license. The form requires bidders to indicate whether their licensed address is a brick and mortar/commercial/non-residential location or a residential location. Failure to complete this section will result in ineligibility for local preference points.
